Hanoi businesses and business households maintain growth momentum in the first 10 months of 2025

In the first 10 months of 2025, business registration activities in Hanoi continued to record positive changes, reflecting the confidence of the business community and people in the capital's investment environment.

The city has granted registration certificates to 27,791 newly established enterprises, with a total registered capital of more than VND 341,500 billion, an increase of 11.1% in quantity and 39% in capital compared to the same period in 2024. Along with that, 8,727 enterprises returned to operation, an increase of 4%. The total number of enterprises entering the market reached 36,518, 10% higher than the number of enterprises withdrawing.

As of October 31, 2025, Hanoi has 424,037 registered enterprises, of which 225,013 are operating, equivalent to 26 enterprises/1,000 people. It is expected that by the end of the year, this number will reach 230,000 enterprises (27 enterprises/1,000 people), approaching the planned target and continuing to maintain a significant gap compared to the national average (9 enterprises/1,000 people).

However, the number of businesses withdrawing from the market increased sharply, with 7,930 businesses dissolved (up 64%) and 25,322 businesses temporarily suspended operations (up 18%). This development shows that the resilience of the small and medium-sized enterprise sector is still limited, requiring timely support solutions, especially in terms of administrative procedures, access to capital and output stability.

The household business sector continues to expand. In the past 10 months, Hanoi has granted registration to 84,266 newly established business households with a total capital of over VND15,268 billion, an increase of 57.2% in quantity and 28.8% in capital compared to the same period last year. 3,028 households returned to business (an increase of 56.5%), 19,099 households ceased operations and 2,539 households temporarily suspended. Notably, 214 households have converted to enterprises - a positive signal in the process of encouraging the development of sustainable and transparent business models.

According to Hanoi Tax, the tax authority is managing about 311,000 business households and individuals; of which only 4,979 households have revenue of over 1 billion VND/year. The Tax sector is continuing to review and advise the Ministry of Finance to simplify procedures, creating favorable conditions for business households to convert to enterprises, thereby expanding the official production and business platform and increasing the growth quality of the capital's economy.

The 10-month results show that the business flow in Hanoi still maintains a positive trend. However, the context of the rapid increase in the number of enterprises leaving the market also requires the City to continue perfecting policies, improving the investment environment and enhancing the resilience of the business community, especially the small and medium-sized enterprises - the main force contributing to the sustainable growth of the Capital.
