'Innovative approach to complete 500 kV line 3 to bring electricity to the North'

Concerned that the 500 kV circuit 3 transmission line project is delayed and unlikely to be operational in June, the Prime Minister requested the investor to "innovate the approach and mobilize all resources to complete the project."

On the morning of January 28, Prime Minister Pham Minh Chinh chaired an online conference with nine localities to accelerate the progress of the 500 kV circuit 3 power line project, specifically the Quang Trach - Pho Noi section.

The 500 kV circuit 3 extension project comprises four component projects, with a total length of 514 km connecting Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen), and a total investment of approximately 23,000 billion VND (nearly 1 billion USD). These projects commenced in October 2023 and January 2024. The Prime Minister has mandated that the 500 kV circuit 3 extension be completed by June 2024 to increase power supply and alleviate electricity shortages in the North.

However, after inspecting the construction work at several component projects on the afternoon of January 27th, he expressed concern that the current approach would make it difficult to complete the project as planned, aiming for commissioning by June of this year. This is because the workload is enormous, the deadline for completion is short (12 months), and the project spans many localities.

At today's online conference with localities, Prime Minister Pham Minh Chinh stated that this project has been delayed by several years, therefore it is necessary to "innovate the approach, mobilize all resources with the highest level of responsibility and solutions to complete the project."

For example, tasks such as land clearance, foundation excavation, and foundation pit construction can be carried out by local forces, creating on-site jobs and reducing costs. Other items such as pole erection and wire pulling will be handled by EVNNPT due to their high technical and specialized nature.

The 500 kV power line project has 1,179 tower foundation locations, passing through 9 localities. Mr. Nguyen Tuan Tung, Chairman of the National Power Transmission Corporation (EVNNPT), said that most localities have handed over the land for the tower foundation locations to the investor. However, Nghe An and Ha Tinh provinces have been slow in handing over the land for the tower foundation locations, reaching only over 7% and 9% respectively.

However, the Prime Minister requested the Chairman of EVNNPT to clearly state where each locality is facing difficulties, how many tower foundation locations have been handed over, and which locations are still problematic? What shortcomings are encountered in the land clearance process, and how is coordination and resource mobilization from localities being carried out to ensure the effectiveness of this project.

In response, Mr. Tung said that the construction time for pile foundations is usually lengthy, so the local authorities need to hand over the site in February to avoid affecting the progress of subsequent construction items.

As one of the two localities experiencing delays in handing over land for foundation construction, Mr. Nguyen Duc Trung, Chairman of Nghe An province, stated that the province has announced the recovery of 85% of the foundation locations, but has only managed to persuade 7% of households to hand over their land. To address this, he requested that the investor promptly hand over the site demarcation documents to the local authorities to expedite the surveying and counting process.

"Nghe An province is committed to mobilizing people to hand over 80% of the land by the Lunar New Year 2024," Mr. Trung said.

Similarly, Ha Tinh Provincial Party Secretary Hoang Trung Dung accepted responsibility for only handing over over 9% of the cleared land for the project's foundation pillars and pledged to complete the land handover as soon as possible.

With a large amount of work remaining, EVNNPT proposes that the Prime Minister allow the People's Committees of the provinces to approve the policy of converting the land use purpose of forest areas within the tower foundation area.

The investor also requested the Government to authorize the People's Committees of the provinces to decide on policies regarding impacts on forests for road construction and temporary structures serving construction, without waiting for amendments and additions to Decree 156.

However, according to Mr. Nguyen Quoc Tri, Deputy Minister of Agriculture and Rural Development, these proposals from EVN are not currently regulated by law. Therefore, the Ministry is amending and supplementing Decree 156 guiding some articles of the Forestry Law, including updating the handling of the issues raised by EVN. The draft decree is expected to be submitted to the Government next week and will take effect from April 1, 2024.

Nevertheless, the Prime Minister urged the Ministry of Agriculture and Rural Development, and assigned Deputy Prime Minister Tran Luu Quang to handle related issues, to complete the amendment and supplementation of Decree 156 before the Lunar New Year, with the spirit of "committing to do, implementing, and achieving results."

The extended 500 kV circuit 3 transmission line project will increase electricity supply to the North by approximately 2,000 MW upon completion. Mr. Nguyen Hoang Anh, Chairman of the State Capital Management Committee at Enterprises, noted that it is necessary to implement and construct power generation projects connected to this transmission line in parallel to maximize efficiency.

According to him, among these power generation projects, many are invested in by non-state enterprises. If these projects are not implemented or are behind schedule, he proposed that the Government consider transferring them back to the State for implementation.

Because, currently, EVN, PVN, and TKV account for about 48% of the system's power generation capacity, with the remainder belonging to domestic and foreign private economic entities. "With this output, the minimum capacity cannot be guaranteed, and it will be very difficult to handle any problems that arise," Mr. Hoang Anh commented.

Concluding the conference, Prime Minister Pham Minh Chinh instructed EVN and EVNNPT to coordinate with localities to develop plans and timelines for each task, emphasizing the principle of "only discussing action, not retreating." He assigned Deputy Prime Minister Tran Hong Ha and the Minister of Industry and Trade to hold monthly meetings and report on issues beyond their authority.
