On the morning of August 6th, speaking at the opening of the National Assembly Forum on Supervisory Activities, held at the National Assembly building, National Assembly Chairman Tran Thanh Man stated that this was the first time the National Assembly Standing Committee had organized such a forum, demonstrating the continuous innovation in the National Assembly's activities. The forum aimed to evaluate the National Assembly's supervisory activities over the past period, thereby proposing solutions, suggestions, and recommendations to improve the efficiency and effectiveness of the National Assembly's supervisory work. Going forward, along with the forum on lawmaking, the National Assembly Forum on Supervisory Activities will become an annual event of the National Assembly.

Reviewing the outstanding achievements in this field, the Speaker of the National Assembly affirmed that the work of building and perfecting the institutional framework for oversight activities has been strengthened. The questioning session has become an effective form of oversight within the National Assembly's operations, attracting the attention and monitoring of the people.
The oversight activities clearly demonstrate the National Assembly's commitment to supporting the Government, promptly addressing difficulties and obstacles; at the same time, clarifying the responsibilities of the heads of agencies under supervision, so that timely adjustments can be made in direction and management, and policies and laws can be improved. Alongside this, the work of addressing citizens' petitions has been fundamentally and regularly reformed; the oversight of legal documents has become increasingly practical and effective…
The limitations, difficulties, and obstacles were also pointed out by the Speaker of the National Assembly. Accordingly, the implementation of the conclusions and recommendations of supervision has not been complete; the monitoring and urging of the implementation of supervision conclusions has not been truly decisive and regular; coordination between the National Assembly's supervision activities and auditing, inspection, and examination activities has sometimes not been truly close; there is no clear and favorable mechanism or policy for the people to exercise their right to supervision; and the mechanisms and conditions ensuring supervision activities have not met the requirements.

"These are issues that need attention and resolution. Today's forum will discuss them and find solutions to promote strengths and overcome weaknesses," Comrade Tran Thanh Man stated.
The Speaker of the National Assembly urged delegates to pay attention to the need for innovation in the supervisory activities of the National Assembly and the Standing Committee of the National Assembly, emphasizing that this is an objective necessity to ensure that state power is exercised effectively, transparently, and responsibly, and to protect the legitimate rights and interests of the people.
The Speaker of the National Assembly also stated that the Standing Committee of the National Assembly has incorporated the opinions of the delegates to study and amend the Law on Supervisory Activities of the National Assembly and People's Councils, which will be submitted to the National Assembly for consideration and approval at the 10th session of the 15th National Assembly, ensuring that supervisory resolutions are seriously implemented in practice.
Recalling the directives of General Secretary To Lam, the Chairman of the National Assembly emphasized the direction of strong, clear, and specific decentralization and delegation of power according to the motto "local authorities decide, local authorities act, local authorities are responsible." Recently, we have carried out the reorganization of administrative units. "The supervisory activities of the National Assembly and the Standing Committee of the National Assembly must be substantive in supervising laws, decrees, and circulars; checking whether the decrees keep pace with the laws that have been enacted, whether the decrees are consistent with the laws, and whether the circulars are consistent with the decrees and laws," Comrade Tran Thanh Man stated.
The forum was held over one day, focusing on two main themes: "The National Assembly's oversight activities contributing to the socio-economic development of the country" and "The National Assembly's oversight activities contributing to the improvement of institutions, policies, and laws."
At the conclusion of the forum, the organizing committee will compile a summary report to be submitted to the National Assembly, the Government, ministries, departments, and localities to promptly facilitate the comprehensive revision of the Law on Supervisory Activities of the National Assembly and People's Councils, and the amendment and supplementation of related legal documents.
