Ho Chi Minh City: Finalizing the third draft of the 2026 land price list.

After receiving feedback from relevant departments and units at the meeting of the Ho Chi Minh City Land Price Appraisal Council (the Council) and other written contributions, the Ho Chi Minh City Department of Agriculture and Environment has compiled, explained, and reported on the matter.

According to Mr. Dao Quang Duong, Acting Head of the Land Economics Department, Ho Chi Minh City Department of Agriculture and Environment, the Council held a meeting with relevant departments, agencies, and units, as well as 168 wards, communes, and special zones. Accordingly, the Council leadership requested relevant departments, agencies, and units, and the People's Committees of the 168 wards, communes, and special zones to provide feedback through opinion polls among Council members and members of the working group.

At the same time, the Department of Agriculture and Environment will receive and address the comments made at the Council meeting and the written comments so that the Department can finalize the report before submitting it to the competent authority for consideration and decision. These comments will serve as the basis for the Department of Agriculture and Environment to further refine the report (third version) for the Council's consideration before the Ho Chi Minh City People's Committee reports to the Ho Chi Minh City People's Council for verification and presentation at a specialized meeting scheduled for the last week of 2025.

The Department of Agriculture and Environment has addressed and explained a number of issues, such as the opinion of the working group that only proposes a single price list for residential, commercial, and service land (without distinguishing between urban and rural areas); and that it has not yet proposed prices for agricultural land within and outside residential areas…

Regarding the results of the investigation and information gathering on commercial and service land, the working group concluded: "We request that the Department of Agriculture and Environment organize the land valuation process, report and explain the basis for the proposed calculation ratio mentioned above. At the same time, we request an explanation of the criteria for determining the specific land use type mentioned above to determine the appropriate land price."

Regarding the results of the investigation and information gathering on non-agricultural production and business land that is not commercial or service land, the working group requests the Department of Agriculture and Environment to report and explain the basis for proposing the above-mentioned calculation ratio. At the same time, they should explain the criteria for determining the specific land use type mentioned above in order to determine the appropriate land price.

The Ho Chi Minh City Committee of the Vietnam Fatherland Front proposed studying the division of zones (I, II, III, and IV) in the draft resolution based on specific criteria regarding urban functions, socio-economic characteristics, or development orientations, instead of solely relying on the names of administrative units such as communes, wards, and special zones, in order to accurately reflect the characteristics of an expanding metropolis.

The Ho Chi Minh City Department of Science and Technology stated that the draft dossier from the Department of Agriculture and Environment did not mention whether the resolution contained provisions related to the application and promotion of science, technology, innovation, and digital transformation; the draft dossier also lacked an attached assessment report on the application and promotion of science, technology, innovation, and digital transformation.

According to the Ho Chi Minh City Department of Justice, the draft submission and draft resolution do not yet include specific criteria for determining the location of each type of land, or the number of land locations in the land price list.

Incorporating feedback to refine the draft.

According to the summary report of the Department of Agriculture and Environment, by the end of December 10th, the department had received hundreds of comments, many of which were in agreement, but also many that required "consideration and explanation".

Some specific contents and suggestions for review and adjustment are needed to ensure that the land price list is consistent with the supply and demand laws of the real estate market, protects the legitimate rights of citizens, and creates favorable conditions for businesses to develop and participate with the city government in implementing the key resolutions of the Politburo.

The Department of Agriculture and Environment explained that land prices, based on collected and surveyed market transaction data, are consistent with the supply and demand laws of the real estate market. The proposed land prices for the first issuance of the land price list, effective from January 1, 2026, are only 60% of market prices, ensuring the protection of the legitimate rights of citizens and creating favorable conditions for businesses to develop and participate with the city government in implementing the key resolutions of the Politburo.

Regarding the opinion of the Ho Chi Minh City Institute of Economics and Environment suggesting that agricultural land prices should be 30% of residential land prices for the same plot, the Department of Agriculture and Environment stated that this land price list is being developed using a market-based valuation method. Therefore, agricultural land prices are also being constructed based on a comparative market-based method, through the collection of transaction data from the tax authorities and the land registration agency.

Regarding the explanation for the 60% ratio between the proposed price and the surveyed price, the Department of Agriculture and Environment stated that applying the proposed land price at approximately 60% of the surveyed price is consistent with the goal of gradually approaching market prices, supporting the economy, and reducing the impact on land users.

Furthermore, this rate is equivalent to the current price list stipulated in Decision 79 of the Ho Chi Minh City People's Committee compared to market prices. This price list has had a positive impact on increasing state budget revenue and ensuring greater fairness in compensation and land clearance.

According to the Department of Agriculture and Environment, the land price increase rate for each road is based on market transaction data. Therefore, the increase rate for each road is not uniform; the rate of increase depends on the collected data, reflecting market prices and ensuring a correlation between different roads.

Regarding similar routes where different prices are being proposed, the Department of Agriculture and Environment stated that the organization responsible for land valuation has taken the feedback into account and is reviewing and adjusting the prices accordingly.
