According to many experts, the Mekong Delta is a typical example that vividly reflects both the difficulties and opportunities of Vietnam in the green transformation journey. Among the difficulties, it is necessary to mention that the regional economy mainly relies on resources and unskilled labor, but it also opens up great opportunities if it takes advantage of agriculture, renewable energy and sustainable export markets. The green transformation process in the Mekong Delta needs policy "levers" to help businesses apply green technology, develop sustainable energy and implement a circular economy, adapt to climate change.

In the context of deep integration into the global supply chain, green transformation is no longer an option but a mandatory requirement. According to experts, key export markets and international partners are increasingly applying strict environmental regulations and standards such as ESG, carbon border adjustment mechanism (CBAM)... On the other hand, for businesses across the country in general and Can Tho City in particular, green transformation is not only a challenge but also an opportunity to enhance position, increase competitive advantage and build solid trust with customers.

Ms. Nguyen Thi Kieu, Vice President of the Union of Science and Technology Associations of Can Tho City, said: Can Tho City has a rice production area of ​​over 695,000 hectares, 93,275 hectares of aquaculture, 102,194 hectares of fruit trees and 72km of coastline. Currently, the city has about 22,000 operating enterprises, contributing over 70% of the city's GRDP, of which many enterprises operate in the agricultural sector related to the production and processing of agricultural, forestry and fishery products meeting VietGAP, Global GAP, SQF, ASC, Halal standards... This is a great opportunity and potential for connecting green finance for green transformation.

Vietnam has signed 17 free trade agreements (FTAs), including new generation FTAs ​​such as CPTPP, RCEP, EVFTA... During the implementation process, Vietnamese enterprises have accumulated a lot of experience in meeting market standards. At the same time, the presence of multinational corporations in the domestic market also helps Vietnamese enterprises experience and practice international competitiveness, creating an important foundation for the transition to a green economy .

Ms. Vo Thi Thu Huong, Deputy Director of the Vietnam Federation of Commerce and Industry (VCCI) Mekong Delta branch, informed: A quick survey of 150 member enterprises of VCCI Mekong Delta branch in 2025 on the need for green economic transformation showed that 47.5% of enterprises lack capital to invest in green technology, 43.6% lack specialized human resources and 46.5% have not received appropriate policy support from local authorities. On the contrary, when asked about their wishes, 61.3% of enterprises prioritize access to capital, 54.7% expect support for human resource training and 42.5% want to connect with experts. At the same time, in choosing transformation solutions, enterprises focus on saving energy in production 60.2%, using renewable energy 38.9%, applying technology to reduce greenhouse gas emissions 27.4% and applying circular economic models 30.1%. Therefore, the green transition requires a comprehensive ecosystem, including capital, human resources and specialized consulting services.

Mobilizing diverse resources

To create conditions for the private economy to develop comprehensively, the Politburo issued Resolution 68-NQ/TW on private economic development, emphasizing the important role of the private economic sector, which is the team realizing the green economic goal; Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation, and digital transformation emphasizes that green economy associated with digital economy is inevitable; Resolution 71-NQ/TW on breakthroughs in education and training development to form human resources associated with rapidly changing market needs, including green economy associated with science and technology, innovation.

Many experts believe that the resolutions have comprehensively covered the implications of development policies, and what is needed now is to put these policies into practice. In particular, focusing on administrative procedure reform, helping new business plans of enterprises and innovation research funds of enterprises to have easier access to capital and green financial incentives, as well as a legal foundation for banks and investment funds to operate more quickly.

According to Dr. Nguyen Thanh Tam, Mekong Institute (Can Tho University), to help agricultural cooperatives and startups transform green, it is necessary to combine the application of green technology (from production, processing, consumption) and support solutions (capital, training, connection, policy). Accordingly, financial support should be provided through green investment fund channels, preferential credit policies, green startup idea competitions. Regarding training, it is necessary to focus on digital skills training programs and technical consulting. In addition, support businesses and cooperatives to connect to the market through technology exchanges, create online platforms for technology providers to connect with agricultural enterprises; build centers to support agricultural startups; seminars to promote products applying green transformation technology, etc.

In her role as a bridge to support businesses, Ms. Vo Thi Thu Huong, Deputy Director of VCCI Mekong Delta branch, proposed: "For businesses with small capital and limited human resources, legal documents need to focus on building a step-by-step roadmap to support businesses in meeting technical barriers on product quality of high-end markets. Thereby, helping businesses accumulate capacity and finance, thereby gradually maturing and being ready to integrate more deeply into global supply chains related to the green economy. On the business side, it is necessary to change awareness, considering green transformation as a sustainable benefit, bringing long-term value".
