Previously, Ms. Ma Thi Dinh's family in Vinh Tien village maintained a regular horse breeding program with a scale of 2 to 4 horses. In 2022, after being informed about the interest rate support program under Resolution 08 of the Provincial People's Council, her family received guidance from the commune government and the bank on loan application procedures and received a disbursement of 150 million VND to breed white horses, expand the farm, and increase the herd to 10 horses. Ms. Dinh shared: "Thanks to the effective use of the capital, in June 2025, my family sold 3 white horses, bringing in an income of 150 million VND. The loan from this program is very practical and helps my family develop production."
Not only Ms. Dinh, but to date, the entire commune has 57 households receiving interest rate support under Resolution 08, with a total outstanding loan balance of over 26.2 billion VND. Of these, 90% borrowed to develop models of raising white horses and planting forests (pine, eucalyptus...). Thanks to the development of white horse breeding, many households in the commune have earned incomes ranging from 100 to 200 million VND per year. This has contributed to raising people's incomes; currently, the average income of the entire commune has reached 36 million VND/person/year, an increase of 13 million VND/person/year compared to 2020; the multidimensional poverty rate has decreased from 19.22% (2020) to 12.63% (2024).
Mr. Vi Van Thang, Chairman of the People's Committee of Thong Nhat commune, said: After Resolution 08 was issued, the People's Committee of Loc Binh district (formerly), and the People's Committees of Thong Nhat, Minh Hiep, and Huu Lan communes (now merged into Thong Nhat commune) organized briefings in each village and hamlet, reviewed the loan needs of households, and guided people in preparing projects to submit to competent authorities for consideration and approval. After appraisal, projects that meet the criteria will be issued loan approval notices to banks to proceed with disbursement to households.
To help people effectively utilize the capital, the commune People's Committee has coordinated the organization of training courses and technology transfer programs to provide people with knowledge in livestock farming and forestry to apply in practice (an average of 2 to 3 courses are organized each year). After households receive loans, the commune regularly inspects and guides them in developing their models.
Mr. Hoang Van Hien, Deputy Director of the Vietnam Agricultural and Rural Development Bank ( Agribank ) Loc Binh Branch, Lang Son Province, stated: Thong Nhat commune is a typical example, having the highest outstanding loan balance under the interest rate support program according to Resolution 08 in the former Loc Binh district. Inspections have shown that people are using the capital for the intended purpose and effectively. The bank will continue to coordinate with the commune's Party committee and government to disseminate information about the loan program to the people, guide households in preparing loan applications for appropriate investments, and cooperate in appraising applications to disburse funds promptly to eligible households.
In the coming period, the People's Committee of the commune will continue to disseminate information and guide eligible households in preparing loan applications, and those who have already borrowed capital to use the funds effectively; making the implementation of Resolution 08 a key task of the commune for regular guidance, thereby helping people gradually access loan capital to escape poverty and rise to prosperity.
With the involvement of the entire political system, the credit interest rate support program under Resolution 08 has been actively contributing to helping many people in Thong Nhat commune invest in production and develop their economy. This has contributed to creating jobs, increasing income, improving the living standards of local people, and promoting local socio-economic development.
