Practical support
The city has issued many policies to support and take good care of vulnerable groups with the goal of "leaving no one behind". In particular, "5 no's", "3 yes's", "4 safe" are breakthrough programs in solving social security issues in the city. The locality has also promoted the mobilization of social resources, receiving active support from foreign non- governmental organizations.
According to the Department of Foreign Affairs, as of July 10, 2025, Da Nang has mobilized and received 54 aid programs and projects from foreign non-governmental organizations (NGOs) with a total committed budget of more than 150 billion VND. The center has received, nurtured and cared for 268 disadvantaged and orphaned children in Da Nang City and neighboring provinces.
Currently, the center is implementing 5 projects sponsored by the organization Giving Back Childhood. In particular, the project “Supporting life skills and childcare skills for single mothers in the city” (abbreviated as the Mother’s Love program) is a meaningful and humane program for children who “mistakenly” become single mothers during their school years.
“Thanks to the joint efforts of functional sectors, agencies, unions, charitable organizations, and benefactors at home and abroad, hundreds of people in difficult circumstances have been helped, bringing hope to many poor families. At the same time, it contributes to the child care program and the implementation of the city's social security goals,” Ms. Le Thi Tam emphasized.

Contribute to city development
Aid from foreign non-governmental organizations is consistent with the city's social security policies and guidelines. With the effective cooperation and support of organizations, the lives of people in difficult circumstances and poor children have been significantly improved. This is considered one of the great resources contributing to improving the material and spiritual life of the people as well as the socio-economic development of Da Nang city.
In the coming time, the city will continue to mobilize foreign non-governmental organizations to provide aid in a number of areas such as: healthcare, education - training, support for the disadvantaged, environment and response to climate change, digital transformation...
To create trust, bond and maintain long-term relationships with foreign non-governmental organizations, the Department of Foreign Affairs always accompanies and participates in activities within the project framework; actively coordinates with competent agencies to handle and thoroughly resolve difficulties in aid relations.
For example, supporting procedures for visa application, extension, conversion of types of registration certificates related to project construction, project signing and approval are carried out in accordance with State regulations, shortening the time to help foreign non-governmental projects quickly be deployed and put into practice.
