In the center of To Mua commune, along both sides of the main road, there are dozens of business and service establishments, creating a bustling appearance for the central area. Commercial activities are diverse, from food services, transportation, purchasing, processing agricultural products, repairing machinery, to trading consumer goods, clothing, construction materials, meeting the needs of the people.

At Dong Hien grocery store, in the Central area, it is always crowded with customers choosing to buy candy and household items. Ms. Hien, the store owner, shared: In the past, people had to travel far to buy essential goods. Now, the roads are convenient and the population is larger, I have opened a general store selling all kinds of daily necessities, clothes, household items and candy... Every day, I serve dozens of customers, creating jobs for 2 local workers, earning 5-7 million VND/month.

Currently, To Mua commune does not have a central market, but trading activities are bustling through the shops. When looking to buy construction materials, Mr. Lo Van Vinh, from Na Cha village, excitedly said: Shopping is now very convenient, no need to waste time going all the way to Moc Chau anymore. The commune center has many shops, diverse goods, and reasonable prices.

In addition, To Mua commune also has 3 tea processing factories, jointly purchasing and producing more than 10,000 tons of tea/year, creating jobs for hundreds of workers. The commune identifies tea as a key economic sector, focusing on developing in the direction of improving quality, expanding consumption markets, associated with building and promoting the "heritage tea" brand. Along with that, trade and service activities are increasingly expanding, contributing to increasing product value, increasing income and promoting economic restructuring. Currently, the average income per capita in the commune reaches over 45 million VND/year, the poverty rate has decreased to 8.54%, in which trade and services account for over 40% of the economic structure.

To Mua commune also focuses on exploiting tourism potential, associated with developing trade - services and typical local products. In the third quarter of 2025, the commune welcomed more than 4,000 visitors, including 547 international visitors, with revenue reaching more than 430 million VND. Along with that, the commune newly issued and adjusted 29 individual household business registration certificates. The whole commune currently has 15 enterprises and 18 cooperatives, mainly in the fields of agriculture and services. The commune is continuing to promote and encourage the establishment of cooperative groups, trade - service cooperatives, expanding production links, and consuming local agricultural products and goods. In addition, the commune regularly coordinates with market management forces to control prices, prevent trade fraud, contributing to stabilizing the supply of goods and protecting consumer rights.

Mr. Vi Van Huy, Vice Chairman of To Mua Commune People's Committee, said: The commune continues to synchronously deploy solutions to develop trade - services associated with tourism, especially community tourism and resort tourism. At the same time, take advantage of investment resources to complete infrastructure, especially the traffic system connecting with Hoa Binh - Moc Chau Expressway, to expand trade opportunities and attract tourists. At the same time, effectively promote processing facilities, boost trade promotion, introduce and promote local products; create favorable conditions for businesses and business households to develop, contributing to promoting the growth of trade - services and tourism.

With the goal of becoming a fairly developed commune of the province by 2030, To Mua aims to develop trade and services with an increasingly high proportion, becoming an important driving force to promote socio-economic growth and improve people's lives. By 2030, the whole commune strives to have about 20 private enterprises and companies operating in the fields of production, business and services; welcoming 30,000 tourists, revenue reaching about 15 billion VND per year, the poverty rate according to the multidimensional poverty standard reduced to below 4.5%.
