On December 4, the People's Committee of Dong Nai province has just decided to implement the Resolution of the Provincial People's Council on the investment policy of the Huong Lo 2 construction investment project (section from National Highway 51 to Ho Chi Minh City - Long Thanh - Dau Giay Expressway).

Resolution No. 37 of the People's Council of Dong Nai province, dated November 10, 2025, decided to approve the investment policy of the Huong Lo 2 construction investment project to gradually complete the traffic system according to the planning of Dong Nai province, creating a road axis along the Dong Nai river to promote the development of modern riverside megacities, creating conditions for socio -economic development of the province, sharing traffic and reducing traffic pressure on National Highway 51.
Total investment is expected to be more than 5,888 billion VND.
The Huong Lo 2 road construction project has a total estimated investment of about 5,888.85 billion VND and uses Dong Nai province's budget to carry out compensation and site clearance of about 573.54 billion VND.
This is a group A project, a level 1 project about 15.5 km long with a road width of 60 m and divided into 3 sections:
Section 1 from National Highway 51 to An Hoa 2 Bridge is about 1.98 km long, with investment in upgrading the complete technical infrastructure system and road cross-section according to the planning, with a road width of 60 m (not including the section from Km 0+000 to Km 0+350 which has been fully invested).
Section 2 from An Hoa 2 bridge to Vam Cai Sut bridge is about 6.2 km long, only investing in 1 unit of An Hoa 2 bridge and 1 unit of Vam Cai Sut bridge, the rest is not invested (in the An Hoa - Huong Lo 2 bridge project and Long Hung - Phuoc Tan road bridge (phase 1) was granted an Investment Certificate by Dong Nai Provincial People's Committee to Dong Nai General Agricultural Service Cooperative Union.
Section 3 from Vam Cai Sut bridge to Ho Chi Minh City - Long Thanh - Dau Giay expressway, about 7.5 km long, is a new investment in the route according to the planned road width of 60 m.

The construction period is expected to be from 2025 to 2028, passing through Tam Phuoc ward, Long Hung ward and An Phuoc commune of Dong Nai province.
Donacoop Infrastructure Investment Joint Stock Company is the investor that prepared the project feasibility study report.
The project is divided into two component projects.
In which, Component Project 1 - compensation and resettlement support for Huong Lo 2 road has a total investment capital of about 573.54 billion VND, from the public investment capital of Dong Nai province.
Component project 2 - Investment in construction of Huong Lo 2 has a total investment capital of about 5,315.31 billion VND, invested in the form of public-private partnership, build-transfer (BT) contract, payment from the state budget.
The form of investor selection is bidding to select investors according to the provisions of law on PPP and bidding.
