The Hoành Bồ 110kV Transmission Line and Substation Project received approval from the Ministry of Industry and Trade for its feasibility study in 2017. The project scope includes: Construction of a new 110kV substation with a capacity of 2x63 MVA; construction of nearly 10km of new double-circuit 110kV transmission lines from the Quảng Ninh 500kV Substation to the Hoành Bồ 110kV Substation; and construction of three new 35kV outgoing lines.
The project aims to combat overload and improve the quality of electricity supply for 110kV substations in the surrounding area, which are currently at risk of overload due to the increasing demand for electricity for production and daily life. Simultaneously, it seeks to provide stable electricity to the entire load in the former Hoành Bồ district, contributing to the economic development and social welfare of Quảng Ninh province.
When operational, the project will also help complete the power grid system, in line with the Quang Ninh province's power development plan for the period 2016-2025 with consideration to 2035, and the 110kV power system development plan approved by the Ministry of Industry and Trade.

During implementation, the project encountered numerous difficulties related to land clearance, leading to extended construction time. By the third quarter of 2025, the land clearance issues had been largely resolved. Recognizing this as a key project, immediately after securing the land, the Northern Power Corporation directed and mobilized the task force of Lai Chau Power Company and Quang Ninh Power Company to coordinate and support the contractor in completing the remaining project components.
As of December 11th, the project has completed the construction and equipment installation of the 110kV substation. Oil filtration for the transformers is underway, along with testing and calibration work to ensure readiness for energization. Regarding the 110kV transmission line, construction has been completed at 29 out of 29 pole locations, and the installation of conductors is being carried out for the remaining pole sections.
According to the plan, the project is expected to be commissioned on December 21, 2025, to celebrate the 71st anniversary of the Traditional Day of the Vietnamese Electricity Industry (December 21, 1954 - December 21, 2025), creating a significant milestone in the modernization of the power infrastructure in Quang Ninh province.
