General Secretary To Lam's official visit to Singapore (March 11-13) was a resounding success, with the most notable outcome being the upgrading of relations between the two countries to a Comprehensive Strategic Partnership. This is considered a historic milestone in Vietnam-Singapore relations, creating a strong impetus to further deepen, strengthen, and enhance the effectiveness of bilateral relations across various fields.
During his meeting with General Secretary To Lam (March 12), Singaporean Prime Minister Lawrence Wong shared that this is the first Comprehensive Strategic Partnership that his country has established with an ASEAN nation.
Both sides agreed on major directions and tasked relevant agencies, ministries, and departments with developing action programs to implement the Comprehensive Strategic Partnership.
From there, the relationship will develop in a substantive and effective manner, focusing on strengthening political trust through exchanges of delegations at all levels, especially at the high level, while expanding and deepening economic, trade, and investment cooperation, as well as promoting cooperation in digital transformation, innovation, green economy, and clean energy.

In addition, both sides agreed to strengthen cooperation in the fields of defense and security, culture, education, tourism, and people-to-people exchanges.
On the same day, March 12th, Prime Minister Lawrence Wong wrote on his personal Facebook page that General Secretary To Lam's visit was particularly significant as Singapore celebrated its 60th anniversary of independence and Vietnam celebrated its 80th anniversary.
The announcement by the two countries to upgrade their bilateral relations affirms their shared commitment to cooperation in emerging areas such as renewable energy, carbon credits, and digital transformation.
Prime Minister Lawrence Wong announced that he will visit Vietnam at the end of March to strengthen bilateral relations and explore new opportunities for cooperation.
Speaking to a Vietnam News Agency (VNA) reporter in Singapore, Professor Bilveer Singh of the National University of Singapore expressed that, over the long journey from the establishment of diplomatic relations in 1973 to the present, the relationship between the two countries has developed into a Comprehensive Strategic Partnership. This symbolizes the improved level of the relationship and the close ties that the two countries have achieved. It is a strategic and comprehensive relationship encompassing politics, economics, society, culture, psychology, technology, and more.
Despite some differences, the two countries share many similarities, particularly in politics and economics.
Meanwhile, many news agencies and newspapers in Singapore, such as the Straits Times, CNA, and Business Times, extensively covered General Secretary To Lam's visit, emphasizing the growing political trust and the historic milestone in bilateral relations between Vietnam and Singapore in upgrading their relationship to a Comprehensive Strategic Partnership.

CNA News reported that Singapore and Vietnam have announced the upgrading of their bilateral relationship to a Comprehensive Strategic Partnership, underscoring their commitment to strengthening cooperation in emerging areas, including the digital economy, renewable energy, and carbon credits.
CNA quoted a statement from the Singapore Ministry of Foreign Affairs as saying: "Both leaders reaffirmed the excellent bilateral relationship, strengthened by frequent high-level exchanges and close economic ties."
Both leaders agreed on the importance of bilateral efforts and how they can contribute to regional initiatives such as the ASEAN Digital Economy Framework and the ASEAN Power Grid.
Meanwhile, the Straits Times highlighted that Singapore has upgraded its bilateral relationship with Vietnam to the highest level, a Comprehensive Strategic Partnership, marking a historic milestone in the two countries' relations. It quoted Prime Minister Lawrence Wong as saying, “This reflects the high level of trust between Singapore and Vietnam, the good things we have done together, and the potential to do even more.”
In addition, several other Singaporean newspapers and websites such as Business Times and singaporelawwatch.sg... also published articles highlighting Vietnam and Singapore deepening their bilateral relations through upgrading their relationship to a Comprehensive Strategic Partnership, ushering in a "new era" of cooperation, expanding and strengthening cooperation in the fields of security and defense as well as emerging areas such as clean energy, digital economy, and green economy.
