On December 28th, a delegation from the Ministry of Transport, led by Deputy Minister Nguyen Danh Huy, inspected the progress of two component projects of the Bung - Van Ninh ( Quang Binh ) and Van Ninh - Cam Lo (Quang Tri) expressways.

Reporting to the working group, Mr. Hoang Xuan Thai, Director of the Bung - Van Ninh project (Project Management Board 6, Ministry of Transport ), said: The total length of the project is 48.84km, passing through Dong Hoi City, Bo Trach District, and Quang Ninh District.
To date, the 0.24km section of weak soil treatment (excavation and soil replacement) has been completed. The total excavation volume has reached 8.6 million m3; the embankment volume has reached 5.2 million m3. Simultaneous construction is underway on 319 culverts; 39 pedestrian underpasses; 1,879m of slope reinforcement; and 60.08km of access roads.

Currently, contractors are actively carrying out the final construction items such as installing signs, guardrails, fences, etc. To date, the completion rate of the contract packages has reached over 70.7% of the contract value, meeting the set schedule.
"The Project Management Board 6 is closely monitoring the progress day by day to urgently complete the interchanges and the main road surface, in time for traffic opening by April 30, 2025. With very little time remaining, the Board requires contractors to focus all resources to ensure the opening date is met as planned," Mr. Thai said.
At the Bung - Van Ninh project, according to the report of the Ho Chi Minh City Project Management Board, the two localities of Quang Binh and Quang Tri have handed over 65.431/65.551 km of land to the project, reaching 99.8%. Of this, 321 meters of land have not yet been cleared. The remaining 120 meters have not yet been handed over.
Deputy Minister Nguyen Danh Huy requested that project owners urge contractors to closely monitor progress, carefully review project components, and promptly address any issues that arise.
Specifically, Quang Binh province has handed over 32.9/33 km, reaching 99.7%; 32.867 km of land is cleared and ready for construction, reaching 99.7%; the remaining 0.12 km of the main route has not yet been handed over; 80m of road to be returned to National Highway 9C; 120m of the main route is still obstructed between Km 691+450 and Km 691+470 due to houses belonging to local residents; and 80m of road to be returned to National Highway 9C is obstructed between Km 1+840 and Km 1+860 in Truong Thuy commune, Le Thuy district.
In Quang Tri province, the local authorities have handed over 32,534/32,534km of land along the main route, achieving 100% completion. Of this, 32,485/32,534km (99.84%) has cleared land suitable for construction, while 0.321km of land has not yet been cleared.
Notably, at the locations of overpasses, intersections, and road restoration projects, there are still 86 households affected. Specifically, at the 9D intersection and overpass, there are 8 households affected; at the QL9A intersection and overpass, there are 56 households; at the QL9 northern bypass, there are 22 households; and at the Km 714+122 and Km 714+350 pedestrian underpass restoration projects, there are 7 households affected…
The Bung - Van Ninh and Van Ninh - Cam Lo projects are expected to open their main routes on April 30, 2025.
According to the Ho Chi Minh City Project Management Board, at the Tam Hiep bridge site, after two years of construction, the local authorities have yet to hand over the land, causing construction to stall. If the land acquisition bottleneck for the overpass cannot be resolved, the main route cannot be constructed. Meanwhile, according to the Government's requirements, the Ministry of Transport must open the main route by April 30, 2025.
The difficult phase is over, now it's time to strive for the finish line.
Sharing the difficulties faced by the contractors and the Project Management Board, Deputy Minister Nguyen Danh Huy stated: The project implementation process encountered many obstacles, but the most difficult phase has been overcome.
As the project nears completion, the investor and contractor need to adhere closely to the design documents to ensure that there are no errors when the project is put into operation, guaranteeing quality and aesthetics.
In addition, during the rainy season, contractors need to ensure traffic safety and environmental hygiene along the route.
The Deputy Minister also noted: As Tet approaches, there will be a lot of traffic and people moving around, so it is necessary to do a good job of environmental sanitation, put up warning signs, assign personnel to monitor and regulate traffic...
According to Deputy Minister Nguyen Danh Huy, only four months remain for construction. Project Management Boards must develop detailed schedules based on countdown charts. Contractors need to make maximum efforts to complete the main route on time. If even one link fails to keep up with the overall schedule, all the hard work of the past days will be wasted.
Regarding land clearance work, Deputy Minister Nguyen Danh Huy requested the Construction Management Department and project management boards to finalize details of sections where land clearance is hindering construction and submit reports to the Ministry of Transport for appropriate action.
