The nearly 1.5km long water pipeline, running underground from West Lake along Cong Do Street, through Vo Chi Cong alley and flowing into the source of To Lich River, has been completed after a period of urgent construction. Only about 20 minutes after opening the discharge valve, the water surface of To Lich River at the source changed from black to clear blue, witnessed by many people living on both sides of the river.
According to the representative of the Project Management Board, this separate pipeline system will help to supplement water from West Lake regularly and flexibly in cycles, while wastewater in TE3 canal has been separated and transferred to Yen Xa Wastewater Treatment Plant for treatment before being discharged into the environment.

Previously, from September 4, the replenishment was temporarily stopped to prioritize drainage during the rainy season, causing some sections of the river to dry up and the water to turn black again. However, along with the replenishment, all 245 discharge outlets along the To Lich River were thoroughly collected and brought to the Yen Xa plant for treatment. Of which, 63 key discharge outlets on both sides of the river were completed ahead of the schedule assigned by the city.
Yen Xa Plant currently has a capacity of about 200,000m³/day and night, capable of treating all wastewater along To Lich River.
Regarding the construction of the dam system downstream of Quang Bridge (Thanh Liet Ward), the work of adding water from Yen Xa Wastewater Treatment Plant has been basically completed. According to the Hanoi Technical Infrastructure and Agricultural Project Management Board, it is expected that before September 20, the treated water with a flow rate of about 200,000m³/day and night will be added to To Lich River. At that time, the water level on the river is expected to remain stable at 3.5m.

As of 2:00 p.m. the same day, the reporter's records showed that the water level from Cau Giay to Nga Tu So had risen significantly, the water turned clearer, thanks to the combination of replenishment from West Lake and the heavy rain in Hanoi at noon on September 9.
