At the height of the Covid-19 pandemic, when free Covid-19 testing centers sprung up across Japan, one such center in Kanagawa Prefecture was profiting up to 20 million yen (3.25 billion VND) per day, according to an investigation by the Mainichi newspaper published on September 9.

Accordingly, the method of this network was to have its employees take saliva for testing. A company in Tokyo masterminded the profiteering scheme, with the link being the company in Kanagawa and then the system of testing facilities under the system.

According to a person involved, the Kanagawa company and its affiliated sampling facilities collected saliva samples from employees, pretending that they were from patients. The samples were then sent to the Tokyo company for testing.

Once the test results were available, the ring proceeded to claim subsidies to profit from the total cost of up to 11,500 yen for each PCR test.

The employees involved also texted each other saying "we will make a lot of money" and "let's make a lot of money in our pockets besides our salaries".

The Tokyo company set a testing quota for its Kanagawa counterpart, initially 100 a day and then increasing it to 500 a day by the summer of 2022. One of its testing facilities even hired part-time workers to provide saliva samples.

The identities of the two companies have not been disclosed. It is worth noting that neither of them was originally involved in medical testing. The Tokyo company makes water filtration equipment, while the Nagakawa company specializes in interior decoration. Both companies declined to comment.
