European Union (EU) foreign ministers once again failed to reach a consensus on a fund to support Ukraine within the framework of the European Peace Fund.

According to AFP , EU High Representative for Foreign Affairs and Security Policy Josep Borrell stated this at a press conference following a meeting of the EU Foreign Affairs Council in Luxembourg, noting: "We need to reach a complete consensus on the proposal to lift the freeze on the Ukraine aid fund."
According to him, the foreign ministers "have almost reached this" and will certainly look for ways to achieve complete consensus among all member states on the proposal.
Mr. Borrell also announced plans to visit Ukraine before his term ends.
The European Peace Fund is an off-budget military financing mechanism established in March 2021 with a total value of over 17 billion euros (18.5 billion USD) for the period 2021-2027.
Most of the funds from this mechanism have been allocated to partially reimburse the EU countries involved for the money they spent on military aid to Ukraine.
Also at the press conference, the EU diplomat stated that it is necessary to increase sanctions pressure on Moscow and boost arms supplies to Ukraine, noting the high effectiveness of the measures Russia is taking to circumvent sanctions.
Noting that “peace in Ukraine should not be confused with a surrender” by Kyiv, Borrell also acknowledged: “There is strategic logic in supporting Ukraine politically and militarily to force Russian President Vladimir Putin to negotiate, but this seems like a very distant goal.”
