
According to EVN, the participants in the trial are large industrial customers directly sold electricity by EVN and its member units, with an average electricity consumption of 200,000 kWh/month or more (calculated as the average of the last 12 months).
The calculations and tests on paper, using actual data, are aimed at preparing for the implementation of the two-tiered electricity pricing policy as stipulated in Article 50 of the amended Electricity Law of 2024.
This is an important step towards replacing the current single-component electricity pricing system, ensuring it is compatible with the technical infrastructure, legal framework, and customer adaptability.
According to EVN, the two-component electricity price includes: Power price (Cp × Pmax): reflects the fixed cost for the maximum power the customer uses in a month; energy price (Ca × Ap): reflects the variable cost based on actual electricity consumption.
Thus, the electricity bill that customers have to pay will consist of two parts: the part paid for the highest power consumption (fixed cost) and the part paid for the energy consumed (variable cost). This mechanism helps encourage customers to manage their electricity demand more efficiently, because if the consumption volume remains the same but the peak power (Pmax) is reduced, the electricity bill will decrease, and at the same time, it helps the electricity industry reduce the peak load capacity of the system, saving investment and operating costs.
According to EVN, the pilot pricing scheme is structured according to voltage levels. The power-based price ranges from approximately 209,000 to 286,000 VND/kW/month, while the variable electricity price is divided into three time frames – peak, normal, and off-peak – with average prices ranging from 843 to 2,251 VND/kWh, depending on the voltage level and time of electricity usage.
From October 2025, power corporations and companies will send notifications of the results of the pilot electricity bill calculation to participating customers, comparing the current tariff with the two-component tariff. EVN affirms that this is only a pilot activity on paper and will not be applied to actual electricity bills.

The pilot implementation is a necessary preparatory step for Vietnam's electricity sector to officially adopt the two-segment electricity pricing mechanism, ensuring the accuracy and fullness of electricity supply costs, while encouraging the efficient, economical, and sustainable use of electricity.
