In the border area of ​​Dong Nai province, where economic conditions are still difficult and there are many ethnic minorities living, the role of the provincial Border Guard in mass mobilization is increasingly effective in helping people access support programs, raising awareness about border protection, border markers and vigilance against criminal plots.

The army has a support and the people have a shield.

Thanh Hoa Border Guard Station (Dong Nai Province Border Guard Command) manages nearly 15km of border with neighboring Cambodia. Following the direction of superiors on assigning party members to be in charge of households in the border area, the unit has assigned 14 party members to be in charge of 54 households. Through this activity, the border guards have a better grasp of the situation in the area and contribute to helping people have more opportunities to develop the economy and escape poverty.

Lieutenant Colonel Nguyen Van Quan, Political Commissar of Thanh Hoa Border Guard Station, said: “The entire border with Cambodia, the section in the province, is a river, some subjects often take advantage of the dry season, when the river water recedes, to transport contraband goods across the border for sale. In addition to implementing professional measures, the unit also relies on the eyes and ears of the people to promptly detect and prevent crimes on the border, especially the act of transporting illegal fireworks and motorbikes across the border for sale.”

In the early days of the dry season, we followed Lieutenant Colonel Hoang Dinh My, Deputy Captain of the Drug and Crime Prevention Team, Thanh Hoa Border Guard Station, to visit the family of veteran Hoang Dinh Phu - a household managed by a border guard party member. Although he has turned seventy this year, Mr. Phu still has a sense of responsibility for the residential area and the border guards. Veteran Hoang Dinh Phu said: “This residential area was established by the Party and authorities at all levels to bring people back to protect the land as well as develop the border economy. With the border guards standing side by side, we, the people, are willing to be the eyes and ears to provide valuable information.

After implementing the two-level local government, Tan Tien commune has 25 hamlets with 7,696 households, of which ethnic minorities account for 36.54%. In recent times, the Party Committee and Party Cell of Tan Thanh Border Guard Station have regularly and thoroughly disseminated regulations on responsibilities, tasks, and working relationships of border guard station party members participating in activities at village and hamlet party cells. Up to now, the unit has assigned eight party members to participate in activities at eight hamlet party cells, including three key border hamlets in terms of ethnicity, religion, security and order, and 18 party members are in charge of 69 households.

Major Tran Quoc Vu, Deputy Political Commissar of Tan Thanh Border Guard Station, said: “Party members participating in activities at hamlet party cells and party members in charge of households have promoted their roles and responsibilities in advising party cells to build resolutions that are close to the actual situation of the locality; informing about the situation related to the local border; activities of thieves, especially motorbike thefts brought across the border for sale; and violations of border regulations. At the same time, they grasp the thoughts, aspirations, and difficulties of households to promptly advise local Party committees, authorities, and units to handle them promptly, not allowing negative public opinion to arise among the masses, affecting political security in the area. Party members of the station regularly meet, contact, grasp the circumstances of each family, propagate, and mobilize households to strive to develop the economy.”

After working as a worker in Ho Chi Minh City for a while, Ms. Nguyen Thi Thuy moved to Tan Thuan Hamlet, Tan Tien Commune to start a business. With a small amount of capital, Ms. Thuy only bought 5 sao of land to grow trees and worked as a hired hand. Before the economy could stabilize, the burden of raising two children to study fell on Ms. Thuy's shoulders when her husband died in a traffic accident. With the support of the Border Guard Station, Ms. Thuy gradually overcame the difficulties to raise her children to adulthood, and the family economy gradually stabilized.

Ms. Thuy said: “Thanks to the Border Guard Station's encouragement, support for economic development and support for the children to go to school, I have more motivation to try harder. Up to now, my eldest child has entered university, and my youngest child is in 5th grade. I am deeply grateful for the enthusiastic help of the Border Guard in my life and production. I promise to provide information related to crimes, actively coordinate patrols, and together protect the border and landmarks, firmly protecting the sovereignty of the Fatherland.”

Stand with the people

In recent times, the Border Guard Command of Dong Nai province has directed border posts to strengthen their monitoring and grasp of the local situation, focusing on rural security, ethnic groups, religions, and all types of crimes; grasp the situation, public opinion, and issues related to the organization and streamlining of the apparatus; and advise on timely handling of complicated cases that arise. At the same time, they have mobilized village elders, village and hamlet chiefs, prestigious people among ethnic minorities, veteran revolutionaries, and coordinated with units to conduct propaganda and mobilize people to comply with and implement the Party's guidelines and policies, and the State's laws and policies. Thereby, helping people raise their awareness of law compliance, practically contributing to mobilizing the combined strength of the entire population toward the border, gradually eliminating hunger, reducing poverty, and improving the material life of the people.

Lieutenant Colonel Ho Ngoc Minh, Deputy Head of the Political Department of the Provincial Border Guard Command, said: "The Border Guard has effectively implemented and maintained programs, models and projects for socio-economic development, helping people eliminate hunger and reduce poverty, such as: "Shelter for the poor in the border area", "Breeding cow bank", the model "Breeding goats and cows for the poor in the border area; "For community health"; "Helping children go to school - Adopted children of the Border Guard station"... In addition, effectively implementing the project "The Army participates in propaganda and mobilizing ethnic minorities to actively fight to defeat the plots and tricks to divide the great national unity bloc of hostile forces in the new situation".

Up to now, the Border Guard of Dong Nai province is maintaining four cadres to reinforce border communes; assigning 257 cadres and party members to be in charge of and help 931 households in border areas; assigning 100 cadres and party members to participate in activities at 85 village and hamlet party cells.

According to Lieutenant Colonel Ho Ngoc Minh, in 2025, the Provincial Border Guard organized the handover of nine houses to soldiers working at border posts, including three "Comrade Houses" and six "Great Unity Houses" with a total value of about 700 million VND. Supported people to develop from the initial 43 breeding cows to 110; from 32 pairs of breeding goats to 203. In addition, the border guards regularly sponsored 122 students in difficult circumstances (70 students under the program "Helping children go to school and Adopted children of Border Stations" and 52 students under the project "Army officers and soldiers help children go to school").

The connection between the Party's will and the people's heart not only helps the border to be more peaceful, sovereignty to be protected early and from afar, but also opens up development opportunities, improving the lives of people in the border areas. That is the foundation for each household to firmly cling to the land, each officer and soldier to be more confident in completing their tasks, together writing beautiful stories about the steadfast hearts between the army and people in the southwestern border of the Fatherland.
