According to the report of the Department of Agriculture and Environment, the total disbursed capital from 2021 to November 20, 2025 from the central budget of the 3 national target programs is 7,523,116 billion VND, reaching 87.5% of the plan. Implementing the 3 national target programs, the Provincial Steering Committee has focused on leading and promoting the roles and responsibilities of agencies, departments, branches and localities in performing tasks, ensuring transparency and efficiency.

Through the National Target Programs, in the period of 2021-2025, Thanh Hoa province's socio -economic situation has achieved many positive changes. In particular, the National Target Program on socio-economic development of ethnic minority and mountainous areas has contributed to gradually narrowing the gap in living standards and income of ethnic minority and mountainous areas compared to the average of the whole province and the whole country; gradually reducing the number of communes and villages with special difficulties; investing in building a synchronous socio-economic infrastructure system. The poverty rate in ethnic minority and mountainous areas from 20.46% in 2022, by the end of 2025 is expected to decrease to 5.6%. The average income per capita in mountainous areas is estimated to reach 53.9 million VND in 2025.

The National Target Program on Sustainable Poverty Reduction for the 2022-2025 period has contributed to reducing the poverty rate in the whole province from 6.78% to 0.52%; the average annual reduction in the 2022-2025 period is 1.56%, exceeding the target of the Resolution of the 19th Thanh Hoa Provincial Party Congress and the Prime Minister.

Along with that, in the 2021-2025 period, the National Target Program on New Rural Construction has achieved many results. The whole province has 8 old district-level units meeting the standards and completing the task of building new rural areas; 64 communes and 261 mountainous villages and hamlets meeting new rural standards; 103 communes meeting advanced new rural standards; 31 communes and 598 villages and hamlets meeting model new rural standards; 598 OCOP products have been recognized.

The above results have contributed to making Thanh Hoa one of the leading localities in the country in terms of the number of communes and old district-level units meeting NTM and advanced NTM standards; the province with the first 4 advanced NTM districts in the North Central region. The number of OCOP products is in the top 3 in the country and has made remarkable progress in building and developing 5-star OCOP products.

However, the implementation of the National Target Programs for the 2021-2025 period in the province has encountered a number of difficulties and obstacles, such as: The National Target Programs have many new contents, implementation mechanisms and implementation methods compared to the previous period, while the delay in issuing implementation guidance documents has led to confusion in the implementation process for localities, many contents, although capital has been allocated, cannot be implemented or must be adjusted. Along with that, the allocation of development investment capital for the 2021-2025 period of the National Target Programs by the Central Government was late, affecting the construction progress of programs and projects...

Leaders of the Office of Coordination of the New Rural Construction Program participated in giving opinions.

At the conference, delegates discussed, exchanged and clarified issues related to disbursement progress, capital integration mechanism, policies to support production development, population planning, vocational training, improving the quality of grassroots cadres, as well as difficulties in organizing and implementing tasks in some mountainous localities.

Opinions also focused on proposing solutions to remove obstacles to ensure progress and effectiveness of implementing the National Target Programs in the coming time.

Concluding the conference, Vice Chairman of the Provincial People's Committee Cao Van Cuong acknowledged the efforts of the sectors, Party committees, local authorities, business community and consensus of the people in participating in the programs.

Pointing out some limitations in the implementation process, the Vice Chairman of the Provincial People's Committee requested localities and units to focus on leading and directing the successful completion of the remaining tasks of 2025, reviewing all assigned tasks, grasping difficulties and obstacles to have solutions, paying attention to completing the settlement of works and projects transferring capital from 2024. At the same time, preparing the best mindset and conditions to implement the Program for the period 2026-2030, first of all in 2026.

Along with that, continue to promote the State's policy of integrating 3 Programs into one to avoid overlap, ensuring more convenience and efficiency in the implementation process.

Departments, branches and localities strengthen inspection, supervision, grasp the actual situation, promptly detect and resolve difficulties and problems, ensure the Program is implemented on schedule, disburse 100% of the State budget capital plan, and bring about practical results.
