Overcoming difficulties, soon starting the project to upgrade and expand National Highway 91

The project to upgrade and expand National Highway 91 (section Km0-Km7) is a key project of Can Tho City. However, the project has been slow in progress due to land clearance problems and many difficulties and problems that have not been resolved. The city is focusing on resolving these issues so that the project can start construction soon.

Land clearance issues

The project to upgrade and expand National Highway 91 (section from Km0-Km7) is a Group A project, a Class 1 road transport project, with implementation from 2023-2027. The total length of the route is approximately 7.04km, including the 145m-long Binh Thuy Bridge. The starting point is at the intersection of Cach Mang Thang 8 Street - Hung Vuong Street - Tran Phu Street - Nguyen Trai Street, and the end point connects with the currently operating section from Km7-Km14. According to the new administrative boundaries, the project passes through Cai Khe, Binh Thuy, and Thoi An Dong wards; the affected areas are mainly concentrated in Binh Thuy and Cai Khe wards.

Current status of National Highway 91, section Km0-Km7.

Binh Thuy Ward has a total of 760 affected cases, including 723 cases under the new project and 37 cases under the expansion project of National Highway 91 (section from the bus station intersection to Tra Noc). Currently, the inventory and compensation dossier preparation for 723 cases have been completed; land acquisition notices have been issued for 578 cases. Legal review meetings have been held for 600 cases, and the compensation, support, and resettlement council has approved 549 cases; decisions have been made for 253 cases; and compensation has been paid for 60 cases… According to Mr. Vo Hoai Phong, Chairman of the People's Committee of Binh Thuy Ward, the project is facing difficulties and obstacles regarding the policy on compensation, support, and resettlement; and the location and land use fee for allocating resettlement plots.

In Cai Khe ward, 283 cases were affected. Of these, 121 cases have been surveyed and inventoried; 106 cases have been approved by the compensation, support, and resettlement council. Compensation has been paid to 45 cases; 20 cases have voluntarily handed over the land. Regarding the 162 cases from the old project, compensation has been paid to 84 cases; the remaining 78 cases have not yet received compensation or support due to a lack of funds. According to the People's Committee of Cai Khe ward, land clearance is facing difficulties because some cases have not agreed on the compensation plan, and there are requests related to land compensation prices and resettlement policies.

Resolving the difficulties completely

The project to upgrade and expand National Highway 91 (section Km0-Km7) aims to complete and improve the efficiency of National Highway 91 passing through Can Tho City, especially connecting the Tra Noc port and industrial zone, Can Tho airport with neighboring areas. The city is particularly focused on resolving difficulties to ensure the project can commence construction and be put into operation as soon as possible.

Mr. Vo Hoai Phong, Chairman of the People's Committee of Binh Thuy Ward, said: The ward is strengthening coordination with city departments and relevant agencies to effectively carry out land clearance for the upgrading and expansion project of National Highway 91 (section from Km0-Km7) to meet the required progress. The ward requests the City People's Committee to consider and agree on the policy of compensation, support, and resettlement issued by the People's Committee of Can Tho City (formerly) to continue implementing the project. Regarding the resolution of cases where land acquisition, compensation, support, and resettlement have already been carried out for the expansion project of National Highway 91 (section from the bus station intersection - Tra Noc), the ward requests the City Department of Agriculture and Environment to promptly consider and provide guidance so that the ward can coordinate the implementation. In addition, the ward recommends that the Department of Agriculture and Environment coordinate with relevant units to advise the City People's Committee on adjusting and supplementing the land price list according to regulations to serve as a basis for collecting land use fees when allocating resettlement plots to households affected by the project when they are relocated.

Regarding the project's investor, Mr. Phan Minh Tri, Deputy Director of the Can Tho City Investment and Construction Project Management Board for Transportation and Agriculture, stated: The investor has completed the contractor selection process. The contractor is ready to commence construction once the land is available. The project includes the Binh Thuy bridge, and bridge construction requires more time than the road section. Therefore, Binh Thuy ward is prioritizing early land clearance so that the construction unit can begin bridge construction immediately.

Recently, at a meeting with relevant units involved in the project to upgrade and expand National Highway 91 (section from km0-km7), Mr. Truong Canh Tuyen, Deputy Secretary of the Can Tho City Party Committee, emphasized: This is an important project, a key infrastructure project of the city. Relevant units, departments, and agencies need to coordinate to resolve difficulties definitively and accelerate land clearance progress. The most important goal is for the project to be launched and put into use as soon as possible, maximizing its effectiveness and contributing to the overall development of the city.

Mr. Truong Canh Tuyen requested that the Standing Committee of the Party Committee of each ward coordinate with the Fatherland Front, mass organizations, and local officials to directly meet with, educate, and mobilize the people affected by the project, as well as understand their thoughts and aspirations. They should explain the purpose and significance of the project and its policies to ensure people understand and agree. They should urgently review and complete the dossiers, and continue to approve compensation, support, and resettlement plans for the remaining cases. The City Land Fund Development Center should review the entire project; continue to disburse payments to approved cases; separate cases from the old project, and based on that, propose and advise the City People's Committee on solutions to overcome difficulties and obstacles. The City Department of Agriculture and Environment should study regulations and laws, and advise the City People's Committee on policies to overcome difficulties in compensation, support, and resettlement for the project; and promptly complete and update the land price list so that the wards have a basis to inform the people.
