On the afternoon of May 30, the Central Organizing Committee held an online conference to contribute comments on the draft report on implementation results and amendments and supplements to Regulation No. 132-QD/TW dated March 8, 2018 of the Politburo on annual review, assessment and classification of quality for collectives and individuals in the political system.

Comrade Hoang Dang Quang, member of the Party Central Committee, Deputy Head of the Central Organizing Committee chaired the conference. Attending the conference at Thai Binh bridge were comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; leaders of the Provincial Party Committee's Organizing Committee, the Department of Home Affairs, the organizing committees of district and city Party Committees, and Party Committees directly under the Provincial Party Committee.
After 5 years of implementing Regulation No. 132 of the Politburo, the awareness and responsibility of Party committees, Party organizations, and collective leadership of agencies and units, especially the heads, cadres, and Party members, have been gradually improved. The work of reviewing, evaluating, and classifying the quality of collectives and individuals every year has become increasingly systematic and qualitative. Many places have paid attention to directing and suggesting reviews of collectives and individuals who have caused complicated problems, public concerns, signs of disunity, "group interests", corruption, negativity, violations of Party regulations, State laws, exemplary responsibility, signs of degradation, "self-evolution", "self-transformation", slow to overcome shortcomings, limitations, and inspection and examination conclusions of competent agencies. The annual quality assessment and classification has basically been implemented seriously, objectively, and in accordance with the process; Many places have specified evaluation criteria and classification standards in the direction of increasing quantitative and reducing qualitative, taking specific products as the main measure in evaluating and classifying collectives and individuals, gradually overcoming the disease of achievements, becoming more and more practical; generally reflecting the quality of party organizations, collective leadership, and individuals.

From the practical implementation of Regulation No. 132 of the Politburo, the new draft regulation proposes to amend, supplement and adjust a number of contents, focusing mainly on the following groups of issues: principles of review, assessment and classification; basis for review, assessment and classification; subjects of review; content of review; responsibilities, authority; criteria, methods and procedures for assessment and classification...
At the conference, delegates discussed and gave opinions on the revised and supplemented contents stated in the draft; the rate of excellent task completion; regulations for leadership and management groups that do not complete their tasks when members are disciplined during the year; additional content on assessment and classification of groups and individuals in some cases...
Concluding the conference, the Deputy Head of the Central Organizing Committee acknowledged and highly appreciated the comments from localities and units; the editorial department will fully synthesize them, on that basis, research, consider and absorb them to complete the draft new regulations. He requested that localities and units continue to research and contribute their comments in writing to the Central Organizing Committee to contribute to completing the draft new regulations to ensure feasibility and high efficiency.
