Delegates attending the conference.

In 2023, despite socio -economic conditions still facing many difficulties and challenges, the People's Committees of the provinces in the cluster promptly anticipated and assessed the situation, seriously implementing the directives of the National Assembly, the Government, central ministries and agencies, and the policies and resolutions of the Provincial Party Committees and Provincial People's Councils. As a result, the socio-economic situation of the provinces gradually recovered positively.

The economic structure continues to shift in the right direction, in line with the potential and strengths of each locality. The economic growth rate (GRDP) of most provinces in the cluster increased significantly, averaging 7%. Budget revenue reached over 258 trillion VND. Export turnover reached over 67 billion USD. Domestic investment attracted over 167 trillion VND, and foreign investment attracted nearly 5.5 billion USD.

Comrade Nguyen Long Bien, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Ninh Thuan Provincial People's Committee, delivered a speech at the conference.

The fields of education, healthcare, science and technology continue to develop and improve in quality, meeting the set goals and tasks; social welfare policies continue to be prioritized. National defense and security are maintained, and social order and safety are ensured. Administrative reform, the development of e-government, and the fight against corruption are intensified…

The emulation and reward work has been implemented promptly and seriously, ensuring compliance with legal regulations; focusing on rewarding the right people for the right achievements, paying attention to rewarding remote areas, ethnic minority regions, border areas, and islands; rewarding small groups and individuals such as farmers, workers, direct laborers, and households... contributing positively to the socio-economic development of the whole country.

Members of the Central Committee of the Communist Party of Vietnam: Chairman of the Vietnam General Confederation of Labor, Vice Chairman of the Central Emulation and Commendation Council Nguyen Dinh Khang and Secretary of the Binh Phuoc Provincial Party Committee Nguyen Manh Cuong presented flowers and tokens to outstanding individuals. Among them, Mr. Thanh Lai Chu (on the left), Director of Son Phat Cooperative, Ninh Thuan province, received a certificate of commendation for being an outstanding example in the aloe vera cultivation chain in socio-economic development in remote and disadvantaged areas, supported by Canh Dong Viet Food Joint Stock Company.

Despite the achievements, there are still some shortcomings and limitations, such as: Some provinces still face difficulties in revenue collection and disbursement of public investment capital. Infrastructure is not yet developed synchronously; environmental pollution still occurs at some production and business enterprises. The social order situation, high-tech crime, and fires remain complex. Prices of some essential goods continue to rise, and the lives of some people are still difficult. Many workers have lost their jobs or had their working hours reduced; training, retraining, and support for workers to change careers and find new jobs are still limited…

At the conference, delegates focused on analyzing and discussing some of the causes of existing shortcomings and limitations, and proposing solutions for improvement in the future. They also made recommendations and suggestions related to Party building, emulation and reward work, and other related matters.

The rotating flag was presented and flowers were given to congratulate Binh Thuan and Dong Nai provinces on becoming the Head and Deputy Head of the Southeast Region Emulation Cluster for 2024.

In his address at the conference, Nguyen Dinh Khang, Member of the Central Committee of the Communist Party of Vietnam, President of the Vietnam General Confederation of Labor, and Vice Chairman of the Central Emulation and Commendation Council, affirmed: In recent times, emulation and commendation work has been promptly implemented by localities in the cluster, closely following the guidelines of the Central Committee, thereby motivating and encouraging cadres, civil servants, and all strata of the people. From these movements, many exemplary individuals and groups have emerged in all fields of social life, including over 700 collectives and individuals who have received state-level awards.

Nguyen Dinh Khang, Member of the Central Committee of the Communist Party of Vietnam, President of the Vietnam General Confederation of Labor, and Vice Chairman of the Central Emulation and Commendation Council, delivered a speech at the conference.

This significantly contributes to the economic, social, national defense, security, Party building, and political system development of the localities. Recognizing that the domestic and international situations will continue to be complex, in the coming period, the localities in the cluster will closely adhere to the tasks set forth and extensively implement the emulation movements launched by the Prime Minister and higher authorities. The localities in the cluster will continue to replicate advanced models, good practices, and innovative approaches. The emulation and reward system must be innovative, creative, and closely aligned with the local reality. Rewards should prioritize exemplary individuals with high social influence, while simultaneously creating motivation to contribute to building increasingly prosperous, beautiful, and civilized localities, and contributing to the industrialization and modernization of the country.

Signing of the 2024 emulation agreement between provinces in the Southeast Region Emulation Cluster

The conference also approved the scoring and awarding results for 2023 and proposed awarding the Government's Emulation Flag to Binh Phuoc province, and the Prime Minister's Certificate of Merit to Ba Ria - Vung Tau province; it also nominated Binh Thuan province as the Cluster Leader and Dong Nai province as the Cluster Deputy Leader of the Southeast Region Emulation Cluster for 2024.
