On October 28, the Tay Ho Ward Party Committee held a conference to quickly inform the results of the 18th Congress of the Hanoi City Party Committee, at the same time deploying the Programs and Work Plans for the entire term (2025-2030) and summarizing the online contest "Learning about the Resolution of the 1st Ward Party Congress".

The Congress determined the main theme: "Promoting the thousand-year-old tradition of civilization and heroism; uniting to build a clean and strong Party; pioneering and making breakthroughs in the new era; developing a civilized, modern and happy Capital". In particular, for the first time, the goal of "people's happiness" was included in the Congress' theme and documents, demonstrating a people-centered development orientation, aiming to improve the quality of life, social security and safety.

The Congress elected 75 members of the 18th City Party Executive Committee, including Comrade Bui Thi Minh Hoai, re-elected as Secretary of the Hanoi Party Committee. The Congress Resolution approved 43 key development targets for the 2025-2030 period, focusing on three strategic breakthroughs: infrastructure - urban management - digital transformation, with the goal of improving people's lives.

Regarding spatial orientation, the Congress emphasized expanding the West - Northwest traffic infrastructure, handling pollution and flooding, and identifying West Lake as a key cultural - tourism - ecological area of ​​Hanoi. The city will invest in improving the West Lake wastewater system, adjusting the West Lake planning, completing the lakeside infrastructure, creating momentum for service and tourism development.

Program No. 03 and Plan No. 02 focus on strengthening national defense and security, maintaining social order and safety, building a strong armed force, proactively preventing crimes and social evils, ensuring absolute safety for people and major political and cultural events in the area.

After 20 days of implementation, the contest attracted nearly 7,000 entries, including more than 4,900 party members, reaching a rate of over 99%. On average, each entry scored 21.83/25 points, more than 2,000 entries achieved absolute scores.
