To realize its ambition of becoming a center of technology and innovation, Hanoi is focusing on building a comprehensive ecosystem. It is expected that on September 30, the City People's Council will pass 6 important Resolutions, paving the way for breakthrough initiatives. In particular, the establishment of the Hanoi Venture Capital Fund with an expected budget of 600 billion VND (accounting for no more than 49% of charter capital) marks a strategic step. This is the first fund established in Vietnam, demonstrating Hanoi's determination to support potential startup projects.

At the same time, the city is also investing heavily in technology infrastructure. The Hanoi Innovation Center is expected to be inaugurated in October, opening a space for cooperation with international partners such as Seoul, Singapore, and many major institutes and schools in the country. Hanoi is also promoting the construction of three digital technology and innovation parks, with the park in Tay Tuu (184 hectares) expected to start construction in the near future. In particular, the clearance of the Hoa Lac High-Tech Park and the groundbreaking of the Van Cao - Hoa Lac railway will create a closed ecosystem, connecting research, production and trade centers conveniently.
By implementing the "sandbox" mechanism (controlled testing), Hanoi will create a favorable environment for new technology projects to be tested and commercialized. These policies and investments are forming a solid foundation, attracting scientists , businesses and startups, promoting the process of research, development and application of technology into practice.
Deploying three new public administrative service models
Along with investing in infrastructure, Hanoi also pays special attention to bringing technology to serve people in the most effective way. Under the direction of the Secretary of the Hanoi Party Committee and the Chairman of the City People's Committee, the "45-day and night" campaign to support digital transformation in communes and wards has created a major turning point. More than 5,000 community digital transformation teams with over 30,000 members have been mobilized to "hold hands and guide", helping people get acquainted with and proficiently use online public services.
After more than two months, the rate of online applications increased from 20.25% to 93% and the rate of online payments also increased from 14.44% to 92.28%. This not only puts Hanoi in the leading group of the country but also demonstrates a strong change in people's awareness and habits. In particular, the city's issuance of a directive strictly prohibiting the abuse of certified copies has helped reduce up to 80% of related workload, saving people significant time and costs. Not stopping there, Hanoi is pioneering the implementation of three new public administrative service models, demonstrating the mindset of taking people's satisfaction as a measure.
In particular, public administrative service points are located in residential areas and cultural houses, helping people complete procedures right at familiar locations. The city will also renovate buses and trams into mobile offices, bringing public services to remote areas and industrial zones with a large number of workers. The city will also install self-service kiosks in public places so that people can handle administrative procedures even in the evening.
These initiatives are not only about procedural reform but also about changing the mindset of service staff and civil servants. Hanoi is creating a favorable, transparent and efficient environment, laying a solid foundation for sustainable development in the digital age.
