This resolution stipulates the list of fees and fee levels, and the management mechanism for revenue and expenditure related to services supporting educational and training activities at public preschool and primary/secondary schools in Hanoi. High-quality public schools have separate regulations.
Compared to current regulations, the draft resolution retains most of the fee levels.
A notable change is that the city is eliminating two services: the two-session-per-day schooling service for junior high school students and the extracurricular educational activities and supplementary tutoring service for cultural subjects.
The reason is that from the 2025-2026 school year, schools are not allowed to collect fees for extra classes according to Circular 29 of the Ministry of Education and Training , and at the same time, junior and senior high schools with sufficient facilities must implement a two-session-per-day schooling schedule according to Government Directive 17.
The only service retained in the extracurricular group is life skills education, directly conducted by the school. The expected fee for life skills education is 15,000 VND per hour.
In addition, after-hours childcare and nurturing services as stipulated in current regulations are replaced by after-hours childcare and student care services (including childcare before and after regular school hours, excluding meal costs).
This will allow primary and secondary schools to organize after-school childcare, including early drop-off and late pick-up, with a maximum fee of 12,000 VND per 60 minutes.
The remaining fees remain at their ceiling levels, such as the boarding care fee at 235,000 VND/month; the equipment fee for boarding services at primary and secondary schools at 133,000 VND/month; the drinking water fee at 16,000 VND/month; and the student transportation fee at 10,000 VND/km…

Based on this ceiling, schools establish their own fee and expenditure levels, then reach a written agreement with parents on a voluntary basis, with the consensus of the school's management board and the superior management agency before implementation.
In cases where revenue exceeds expenditure, the school must calculate and compensate for the shortfall using legitimate funding sources; the state budget will not provide subsidies.
In the case of online learning, schools are not allowed to charge for the aforementioned services.
Another noteworthy point is that the draft does not specify the fees for services such as technology services, digital learning; school health services; psychological counseling, career guidance, and career experience services; library services, etc. These are all services included in the list of services supporting educational activities according to Government Decree 238 issued on September 3, 2025.
