This Resolution stipulates the list of revenues and collection levels, the mechanism for managing revenues and expenditures for services serving and supporting educational and training activities for public preschool and general education institutions in Hanoi. High-quality public schools have separate regulations.
Compared with current regulations, the new draft Resolution keeps most collection levels unchanged.
A notable change is that the city has eliminated two services: two-session/day study services for junior high school students and extracurricular educational activities and enrichment of cultural subjects.
The reason is that from the 2025-2026 school year, schools are not allowed to collect extra tuition fees according to Circular 29 of the Ministry of Education and Training . At the same time, middle and high schools with sufficient facilities must implement 2 sessions/day according to Directive 17 of the Government.
The only service in the after-school group that is retained is life skills education directly conducted by the school. The expected fee for life skills is 15,000 VND/hour of teaching.
In addition, after-hours care and nurturing services according to current regulations are replaced by after-hours childcare and student care services (including care services before and after regular school hours, excluding meal expenses).
This will allow primary and secondary schools to organize after-school care for students, early pick-up and late drop-off, with a maximum charge of 12,000 VND/60 minutes.
The remaining revenues remain at the ceiling level, such as boarding care fees of 235,000 VND/month; boarding equipment fees for primary and secondary schools are 133,000 VND/month, drinking water fees are 16,000 VND/month, and student shuttle bus fees are 10,000 VND/km...

Based on this ceiling, schools establish revenue and expenditure levels, then reach a written agreement with parents on a voluntary basis, with the consensus of the school's Board of Directors and the superior management agency before promulgation.
In case the difference between revenue and expenditure is smaller, the school must calculate to compensate for the shortfall with legal funding sources; the state budget will not provide compensation.
In case of online learning, schools are not allowed to collect fees for the above services.
Another notable point is that the draft does not stipulate the fee for services such as technology services, digital learning; school health services; psychological counseling services, career guidance, career experience; library services... These are all services on the list of services serving and supporting educational activities according to Decree 238 of the Government issued on September 3, 2025.
