Minister Dao Ngoc Dung affirmed that the pre-university model is "a good, unique model, very suitable for children of ethnic minorities" and needs to be maintained. To achieve this, the first step is to amend Circular 44, focusing on resolving four fundamental obstacles, the most important of which is clearly defining the position and role of the pre-university school system.

Regarding the allocation of quotas, the Minister requested that schools be given complete autonomy, including autonomy in admissions, while ensuring a priority ratio for children from ethnic minority groups. Other issues such as curriculum, policies for teachers, and assessment should also be given to schools to manage independently.

Minister Dao Ngoc Dung emphasized the special attention given to education in mountainous areas, especially education for children of ethnic minorities. In addition to the existing system of ethnic boarding schools and support programs, the Central Committee and the Politburo have decided to invest in building more multi-level schools in border areas, islands, and remote regions to improve the quality of education.

Regarding the Sam Son Ethnic Minority University Preparatory School, the Minister requested that the school closely coordinate with the local authorities to clearly identify the target group for training. In student management, the school must provide comprehensive care, creating conditions for students to consider this their "home," preserving and promoting the cultural identity and language of their ethnic group.

In addition, the Minister noted that helping students integrate is a mandatory requirement. Schools need to have specific plans for teaching English, applying information technology, not falling behind the general standard, and focusing on investing in improving the quality of education.

Regarding proposals and recommendations for building facilities and equipment for teaching and learning, the Minister requested that their implementation be objective and impartial, prioritizing the interests of students and schools.

"The Ministry has a policy of investing quickly and with quality. It's not just about the administrative building; we must focus on repairing, renovating, and upgrading equipment, classrooms, and student dormitories to the highest standard," the Minister emphasized.

Regarding issues related to residential housing within the planning, the Minister requested relevant units to review the entire project, and boldly propose additions and adjustments to ensure effective investment. The school is responsible for closely coordinating with the project management board in inspection and supervision, and promptly reporting any inconsistencies to the competent authorities.

Sharing his thoughts with the students, the Minister expressed his hope that they would continuously strive to learn about culture, foreign languages, and information technology to meet the demands of international integration, while simultaneously preserving their national cultural identity and language.

Mr. Le Lam, Principal of Sam Son Ethnic Minority University Preparatory School, said that the school is currently training approximately 40% of its students from ethnic minority communities in Thanh Hoa province, 30% from Nghe An province, and the remaining 30% from other localities.

Besides the invested infrastructure and teaching and learning equipment, some facilities have deteriorated. In particular, the school's project site is facing difficulties with land clearance, with four households yet to be relocated.
