Construction projects that violate building regulations, land use, and fire safety regulations, and have been ordered to cease construction or operation by authorities, will have their electricity and water supply cut off if the organization or individual deliberately refuses to comply.
On November 19th, at a special session, the Hanoi City People's Council approved regulations on the application of measures to request the suspension of electricity and water services as stipulated in the Law on the Capital City.
The regulations consist of 10 articles and apply to investors, organizations, and individuals who sign contracts with electricity and water service providers related to the construction, management, and use of facilities, production plants, businesses, and service establishments.
The regulations stipulate that electricity and water will be cut off for construction projects when the competent authority or person has requested the cessation of the violation or the suspension of construction in writing, but the violating organization or individual fails to comply.
Specifically, the cases where electricity and water are cut off include:
Construction projects that violate planning regulations, and construction projects that lack building permits in cases where permits are required by law.

Construction that deviates from the content of the construction permit, or construction that deviates from the approved construction design in cases where a construction permit is not required.
Construction works are being built on land that has been encroached upon or illegally occupied, in accordance with land law regulations.
Construction projects that require fire safety design approval are proceeding without a fire safety design approval certificate or document.
The construction work was not carried out in accordance with the approved fire safety design.
Construction projects, production facilities, businesses, and service establishments that have not undergone fire safety inspection and approval but have already commenced operations have been suspended, but the violating organizations and individuals have failed to comply.
Businesses providing dance clubs and karaoke services that do not meet fire safety requirements have had their operations suspended, but the violating organizations and individuals have not complied.
The structure is subject to demolition and an emergency relocation order has been issued by the competent authority, but the organization or individual has been urged and persuaded to relocate but has failed to do so.
According to regulations, within two days of receiving the inspection report and proposal, the relevant authority will issue a decision to cut off electricity and water to the violating construction project.
The decision to terminate the application of measures requiring the suspension of electricity and water services must be sent to the organization or individual providing electricity and water services and to the organization or individual in violation within one day of the decision's issuance.
Organizations and individuals providing electricity and water services must resume providing these services within 24 hours of receiving the decision from the competent authority that terminated the measure requiring the cessation of electricity and water services.
