This plan aims to implement the "Several Models for Developing Night Tourism Products" project issued by the Ministry of Culture, Sports and Tourism, as well as to carry out tasks and solutions to accelerate the recovery and development of tourism effectively and sustainably in Hanoi during the 2023-2025 period.
The goal by 2025 is to have at least one model for developing night-time tourism products and to form a separate night-time entertainment complex in Hanoi.
To implement this plan, the Department will conduct surveys on the current situation and potential for developing night-time tourism products in several districts, towns, and cities within the city, ensuring that the products reflect the unique characteristics of each locality.

Accordingly, surveys will be conducted in 5 areas starting from the first quarter of 2024:
Area 1: Hoan Kiem District, West Lake, part of the city center tourism cluster, and Long Bien District, Gia Lam District.
Area 2: Districts and counties: Nam Tu Liem, Bac Tu Liem, Phuc Tho, Hoai Duc, Dan Phuong.
Area 3: Soc Son, Me Linh, and Dong Anh districts (located in the northern part of the city).
Area 4: Districts and towns: Quoc Oai, Thach That, Son Tay, Ba Vi (located in the western part of the city).
Area 5: Districts: My Duc, Ung Hoa, Phu Xuyen (located in the southern part of the city).
After conducting the survey, the Department of Tourism will organize a conference with localities that have the potential to develop night-time tourism products in their areas, and then gradually develop a plan to create suitable night-time tourism products in the selected localities.
Currently, Hanoi has 16 night-time tourism products, contributing to the richness of Hanoi's tourism offerings.
The Department of Tourism proposes that in the future, several more night-time tourism products be added to various destinations, including: a model of cultural and artistic performances, shopping, entertainment at night, introduction of culinary culture, and night-time food and beverage services in Dong Xuan commune, Quoc Oai district; the Van Dinh Culinary Culture point in the incense production village of Quang Phu Cau commune, Ung Hoa district; the Tay Ho Night Flower Market in Tay Ho district; and a point for introducing and displaying products serving tourists and developing Hanoi's night-time economy at the My Dinh National Sports Complex, Nam Tu Liem district.
The Department of Tourism requests that relevant departments, agencies, and units regularly provide information and actively coordinate with the Department of Tourism in implementing the Plan for building and developing night-time tourism products in Hanoi. The People's Committees of districts, counties, and towns are requested to provide information and relevant documents on potential destinations for developing night-time tourism products; invest in tourism infrastructure and technical facilities (if needed) at selected destinations; and cooperate in implementing the contents of the Plan.
