Hanoi temporarily suspends the appointment of leaders, managers and civil servant examinations

Kinhtedothi - Hanoi People's Committee issued Document No. 4290/UBND-SNV dated December 19, 2024 on temporarily suspending the reception and recruitment of civil servants; and appointment of leadership and management positions.

Implementing the direction of the Central Committee and the Steering Committee of the City Party Committee summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Conference of the 12th Party Central Committee on a number of issues to continue innovating and streamlining the apparatus of the political system to be streamlined and operate effectively and efficiently, the Hanoi People's Committee requested agencies and units to temporarily stop accepting civil servants from other Central and local agencies to work at units under Hanoi.

Temporarily suspend the organization of civil servant recruitment exams, including commune-level civil servants (except for units that have planned and completed the first round of exams before December 31, 2024).

Along with that, temporarily suspend the appointment of new leadership and management positions at higher positions in agencies and units that are expected to be reorganized and streamlined (except in cases of real necessity). Heads of agencies and units, based on the situation of the staff and specific task requirements, consider and decide according to their authority and take responsibility for their decisions, ensuring strict implementation of the policies of the Politburo and the City Party Committee.

The suspension of receiving, recruiting civil servants, and appointing new leadership and management positions mentioned above will be implemented from the date of signing and promulgating this document until the City completes the review, arrangement, and decision to establish agencies and units according to the new organizational model in accordance with the direction of the Central Government. In urgent cases, agencies and units shall report to the City People's Committee (through the Department of Home Affairs) for consideration and decision.
