Hanoi pilots low-emission zone in Ring Road 1 area: A step to improve environmental pollution

In   conference,   grandfather   Tan said that from July 1, 2026, Hanoi will pilot a low-emission zone in the Ring Road 1 area. This is considered an important step to improve air quality, reduce environmental pollution from vehicles and create a cleaner, safer living space for the capital's residents.   To prepare for the implementation of this new model, the Department of Agriculture and Environment is closely coordinating with the Department of Construction and the People's Committees of wards in the Ring Road 1 area to develop a low-emission zone project. The project will be widely consulted with people, relevant agencies, organizations, and scientists.   review the current situation. At the same time, research solutions suitable to the actual conditions of each street and each residential area.

In particular, there will be orientations for the pilot phase of operations. Specifically, prohibiting motorbikes, scooters, and cars (that do not meet level 4 emission standards) from using fuel. fossils : banned by time frame/point of time.

According to   Mr. Tuan,   The Department of Construction is drafting and will submit to the City People's Council a Resolution on policies, measures, and support for converting means of transport using clean energy in Hanoi .   It is expected to be presented at the meeting in early 2026. These tasks are to ensure that the pilot is implemented carefully, feasible and in accordance with the characteristics of Hanoi's central urban area. It is expected that the Project will be submitted to the City People's Council for consideration in the first quarter of 2026. The authorities will continue to improve traffic infrastructure, add signs, reorganize traffic and carry out propaganda activities so that people can better understand the benefits and how the low-emission zone operates.

The application of low emission zones is a common trend in many large cities around the world to reduce air pollution, protect public health and move towards sustainable transport development. Hanoi hopes that this model will significantly improve air quality in the central area and create a foundation for expansion to other areas in the near future.

Previously, on November 26, 2025, the Hanoi People's Council passed Resolution No. 57/2025/NQ-HDND regulating the implementation of low-emission zones in Hanoi, implemented according to Point a, Clause 2, Article 28 of the 2024 Law on the Capital. The Resolution takes effect from December 10, 2025.

Roadmap for implementing low emission zones in the City from 2026 to 2030: From July 1, 2026 to December 31, 2027, low emission zones will be piloted in some areas in Ring Road 1. In the period of 2028-2029, low emission zones will be expanded to the entire Ring Road 1 and some areas of Ring Road 2. From January 1, 2030, low emission zones will be implemented from Ring Road 3 onwards in all designated wards and communes. From 2031, areas that meet the criteria stated in Article 4 of the Resolution must organize low emission zones.
