On the afternoon of June 25 in Hanoi, the Hanoi Public Administration Service Center coordinated with MobiFone Telecommunications Corporation to organize training on administrative procedure settlement processes and operating the public service system according to the two-level local government model.
Recently, MobiFone has participated in the process of converting the government's two-tier local government model by deploying the Administrative Procedure Information System in Hanoi and Thai Nguyen province. This system can fully meet the conversion needs of provinces, cities, ministries and branches according to the new model.
The event was held in person and online at 177 locations with the participation of representatives of leaders of City departments, agencies, and branches, officials in charge of administrative procedures, and officials in charge of information technology of City departments, agencies, and branches; the Board of Directors and staff of the City Public Administration Service Center. In addition, there were representatives of leaders, officials in charge of administrative procedures, and officials in charge of information technology at 126 new communes and wards in the city.

Representatives of the City Public Administration Service Center chaired the conference from the main bridge at the headquarters of the Hanoi People's Committee.
The two-level local government model is a major policy of strategic significance, demonstrating the City's determination to streamline the apparatus, improve the effectiveness and efficiency of government operations, and aim to serve people and businesses better and better.
In that context, standardizing the process of handling administrative procedures and operating a modern, smooth, and synchronous public service system from the City to the grassroots level is a task of particular importance.
Speaking at the event, Mr. Hoang Van Bang - Deputy Director of the Hanoi City Public Administration Service Center said that today's training program is a practical step to implement Plan No. 341-KH/TU dated June 12, 2025 of the Hanoi Party Committee on piloting the two-level local government model in the city; at the same time, concretizing Plan No. 38/KH-TTPVHCC dated June 15, 2025 of the City Public Administration Service Center.

Therefore, according to Mr. Bang, the goal of this training program is to fully equip the staff, civil servants, public employees, and workers working at the City Public Administration Service Center, key staff of departments, branches, sectors, and localities, especially the newly reorganized commune/ward-level administrative units. Ensure consistency in business processes and technical operations, contributing to improving the capacity to use the online public service system, meeting the requirements of administrative reform in the new period. Establish an effective and diverse technical support mechanism, such as a 24/7 support system, fixed Zoom groups by region, and technical and professional working groups sent to grassroots units, to ensure that no staff is "left behind" during the transition process.
"We have also developed a system of updated, vivid, and easily accessible training documents in electronic form (PDF, video instructions), along with instructions on real-life situations and how to handle common errors. Technical support and professional consulting activities will be maintained throughout before, during, and after the pilot operation phase of the model from July 1, 2025," said Mr. Bang.
The training session is an important step for the city to guide the process of handling administrative procedures and operating the public service system according to the two-level local government model. It is also an opportunity for key officials to share, discuss and clarify difficulties in practical implementation at the grassroots level, ensuring that the new government officially comes into operation smoothly and effectively from July 1, 2025./.
