Hanoi pays pensions and social insurance benefits through non-cash payments

The plan aims to propagate to pensioners, monthly social insurance benefits, authorities at all levels, and sectors of the city to apply the National Population Database to pay pensions and monthly social insurance benefits and disseminate to all people in the city to grasp the content of this application solution, thereby increasing the rate of people receiving social insurance benefits through non-cash methods according to the policy of the Government and the Prime Minister .

At the same time, raise awareness among cadres, civil servants, public employees and people in the capital about the meaning and importance of applying the National Population Database in paying monthly pensions and social insurance benefits through non-cash payment methods to create favorable conditions for people to access social services.

The City People's Committee assigned the Hanoi Social Insurance to preside over and coordinate with relevant units, following the instructions of the Ministry and the governing sector, to implement procedure No. 2286/C06-TCKT on coordinating the development of non-cash payments in the payment of monthly pensions and social insurance benefits based on the National Population Database. Close coordination, implementation of payments to the right people, in accordance with the public and transparent regime, to prevent the abuse of this policy, causing loss of trust among the people, ensuring payments in accordance with the law.

Direct relevant units to develop content and organize propaganda work so that people know, access and support. Closely coordinate with the standing agency in charge of Project 06 of the Steering Committee for Administrative Reform, Digital Transformation and Project 06 of the City (City Police) and relevant units to monitor, urge, supervise and guide the implementation of the contents of this Plan.

The City Police coordinate, review, verify, and clean up information on pensioners and monthly social insurance benefits to contribute to the digital transformation of the Social Insurance sector, promptly adjust citizen information to ensure that population data is always "correct, complete, clean, and alive" to increase the effectiveness of the fight against crime.

Direct the district and commune-level police to advise the People's Committees at the same level to coordinate with the Insurance Department at the same level to review and make a list of cases of permanent residents in the area who are entitled to monthly pensions and social insurance benefits but have now left their place of permanent residence.

Advise and assist the City People's Committee in the process of organizing and implementing the Plan, ensuring the right subjects, publicity and transparency, not allowing the situation of taking advantage of policies to cause loss of trust of people in the city.

The City assigned the State Bank Hanoi branch to preside over and direct its affiliated banks to open accounts for people eligible for monthly pension and social insurance benefits.

The City People's Committee requests the People's Committees of districts, towns, and communes to direct the Project 06 implementation teams at the village level, community digital technology teams (Women's Union, Youth Union, Farmers' Association, Veterans' Association, etc.) to promote propaganda and dissemination of solutions for applying the National Population Database in the payment of monthly pensions and social insurance benefits without using cash.

The Chairmen of the People's Committees of districts, towns and cities are responsible to the Chairman of the City People's Committee; the Chairmen of the People's Committees of communes, wards and towns are responsible to the Chairman of the District People's Committee in organizing the implementation of the contents of this Plan.
