Hanoi deploys 8 groups of tasks to develop the private economy

To fully and promptly implement the goals and tasks outlined in Resolution 68-NQ/TƯ, Hanoi has clearly defined tasks and assigned specific responsibilities to departments, agencies, and the People's Committees of communes and wards, based on the principle of "five clear points": "clear person, clear task, clear responsibility, clear time, clear results," thereby realizing the goal of making the private sector the core force contributing to building Hanoi into a "Cultural - Civilized - Modern" capital city.

The implementation plan includes eight groups of tasks and solutions: Innovating thinking, achieving high consensus in awareness and action, arousing national confidence and aspirations, creating new impetus and momentum for the development of the private economy; promoting reform, perfecting and improving the quality of institutions and policies, ensuring and effectively protecting ownership rights, property rights, freedom of business, equal competition rights, and ensuring the enforcement of contracts for the private economy.

The city facilitates private sector access to resources such as land, capital, and high-quality human resources; promotes science and technology, innovation, digital transformation, green transformation, and efficient and sustainable business practices in the private sector; and strengthens connections between private enterprises, and between private enterprises and state-owned enterprises and FDI enterprises.

In particular, the focus is on the rapid formation and development of medium and large enterprises, and private economic groups of regional and global scale; providing substantial and effective support to small and micro enterprises and household businesses; upholding business ethics, promoting social responsibility, strongly fostering the entrepreneurial spirit, and creating all favorable conditions for entrepreneurs to participate in national governance.

The city directs the heads of departments, agencies, and the Chairpersons of the People's Committees of communes and wards to base their detailed implementation plans on this Plan, according to their functions and responsibilities, clearly stating specific tasks, monthly completion deadlines, the coordinating bodies at the unit level, and the responsibilities of the heads of these units.

City departments, agencies, and the People's Committees of communes and wards shall review and evaluate the quarterly progress of the Plan's implementation, report to the City People's Committee; propose appropriate management and operational solutions; and send the compiled reports to the Department of Finance for submission to the Ministry of Finance and the Government as prescribed.

The Department of Culture and Sports, Hanoi Moi Newspaper, Kinh Te & Do Thi Newspaper, and Hanoi Radio and Television Station will closely coordinate with relevant agencies and localities to disseminate the Plan; and to promote and encourage the business community and the public to understand and actively participate in its implementation.
