Two 5G bands cost more than 10 trillion VND, what is the 5G price?

At the Ministry of Information and Communications ' regular press conference on the afternoon of April 8th, Mr. Le Van Tuan, Director of the Radio Frequency Department, announced that the department had recently successfully auctioned off the right to use radio frequencies in the B1 band (2500 - 2600 MHz) and C2 band (3700 - 3800 MHz), generating over 10 trillion VND for the state budget.

Specifically, the Military Telecommunications and Industry Corporation ( Viettel ) won the auction for the B1 frequency band (2500-2600 MHz) with a bid of 7,533 billion VND; and the Vietnam Post and Telecommunications Group won the auction for the C2 frequency band (3700-3800 MHz) with a bid of 2,581 billion VND.

Specifically for the C3 frequency band (3800-3900 MHz), the auction for this band was unsuccessful due to the insufficient number of eligible businesses participating as required by regulations.

As of April 8th, Viettel has fulfilled its financial obligations as stipulated. The Vietnam Post and Telecommunications Group is currently processing the payments and expects to complete these obligations tomorrow (April 9th).

This is the first time Vietnam has successfully auctioned off radio frequencies, 15 years after the Radio Frequency Law was passed by the National Assembly . "The auction increased the frequency allocation for mobile communications by 59% compared to the current level," Mr. Tuan said.

Regarding the question of what the price of 5G will be when it is commercialized, Mr. Nguyen Phong Nha, Deputy Director of the Telecommunications Department, said that according to the regulations on price management in the Telecommunications Law, telecommunications enterprises proactively set the prices of services applied to telecommunications service users, and the service prices are built on the basis of production costs.

The cost of a service is calculated and determined by many factors such as the scale of service provision, expenses, level of investment, etc.

Mr. Nguyen Phong Nha, Deputy Director of the Telecommunications Department, provided information to the press.

"Once a company wins the auction with its initial investment, users will soon know the price of 5G services," Mr. Nha said.

A representative from the Telecommunications Department added that this time, in addition to investment costs similar to 3G and 4G networks, businesses will have to invest in 5G networks with frequency costs. However, in return, this will provide higher internet access speeds, supporting areas with high user demand and high user density, such as developing 5G networks in industrial zones...

Businesses are fully responsible if any newly developed SIM cards appear that do not comply with regulations.

Regarding checking information about phone SIM cards, Mr. Nguyen Phong Nha, Deputy Director of the Telecommunications Department, said that the department advised the Ministry of Information and Communications to change the syntax for sending text messages via the 1414 number, along with SIM verification documents such as citizen identification cards, and to ensure security for users.

Verification from March 1st to March 31st revealed that businesses reported receiving over 6 million inquiries, resulting in approximately 1,000 customer complaints (regarding unused/unregistered phone numbers) concerning about 1,200 phone numbers.

Accordingly, businesses have removed subscriber numbers from the list of those registered under customer names, sent text messages requesting verification and clarification to nearly 1,200 numbers that were reported; and blocked one-way and two-way service for nearly 200 numbers.

The Ministry of Information and Communications has instructed that from April 15, 2024, mobile telecommunications businesses will be held fully responsible if newly developed SIM cards that do not comply with regulations are still available on the market.

In cases where violations are detected (such as SIM cards with subscriber information still in storage...), the Ministry will conduct inspections and strictly handle the violations (including considering and halting new development), and the Ministry of Information and Communications will also consider issuing a written warning to the heads of the businesses and report to the Prime Minister for consideration of disciplinary action.
