Hai Phong focuses on green economic development goals

Hai Phong is entering a new phase of development, with population, economic and infrastructure among the leading in the country. The city has identified green economic development as a strategic focus to protect the environment and affirm its position as an international port city.

Marks of growth and new momentum

Over the past 5 years, the city's GRDP has increased by an average of 11.39% per year, among the highest in the country. The total budget revenue in the East reached more than 543,600 billion VND, the West Hai Phong area also made a remarkable contribution with a revenue increase of more than 13% per year, creating a great resonance for the whole city.

The economic structure has shifted towards industry and services, with high-tech industrial value accounting for about 68% of the processing and manufacturing sector. The city has established 24 more industrial parks and 71 industrial clusters, attracting a series of electrical and electronic projects, deeply participating in the global value chain.

Transport infrastructure connecting seaports and logistics centers continues to expand. Lach Huyen International Gateway Port has put into operation 6 berths, modern logistics centers such as Green Logistics and Yusen Logistics Center... affirming Hai Phong's position as an international maritime center.

In 2024, Hai Phong will be at the top of the country in terms of PCI, PAR Index and SIPAS, the PCI of the former Hai Duong province also increased sharply to 14th place. The city attracted 20.2 billion USD in FDI capital in the period 2021 - 2025, nearly double the previous period, creating a strong attraction for investors.

Vice President of the Vietnam Chamber of Commerce and Industry (VCCI) Nguyen Quang Vinh commented: “The new momentum and stature of Hai Phong shows the strength of the third largest economy in the country. The way Hai Phong attracts investment is very creative and dynamic, especially creating new factors and values ​​associated with green transformation, digital transformation and building sustainable ecological industrial parks.”

Not only focusing on infrastructure and industry, the city has launched many clean energy and renewable energy projects such as the Bach Long Vi power project, wind power and solar power projects. In the period of 2020 - 2025, many localities in the Western region achieved 100% of households participating in waste classification at source. The city is also determined to handle illegal wharfs. In 2024 alone, the West of the city will stop the operation of 117 unplanned wharfs, many of which have existed for decades...

An important highlight is the proactive participation of many businesses. At Nam Cau Kien Industrial Park, Shinec Joint Stock Company has implemented a series of green activities such as: centralized wastewater treatment, planting trees in the campus, applying smart lighting, using clean energy, helping businesses save on waste treatment costs, creating a friendly image, and enhancing reputation with international partners. This is an important foundation in the city's green economic development roadmap.

Hai Phong is a pioneer in implementing the National Strategy on Green Growth. Industrial zones such as DEEP C and Nam Cau Kien are being oriented to become ecological industrial zones, an inevitable trend of sustainable development.

Comrade Secretary of the City Party Committee Le Tien Chau emphasized that Hai Phong is committed to synchronously and drastically implementing solutions to become a green and sustainable city. The goal is to build a safe and livable living environment for people, effectively implement green growth projects, and adapt to climate change...

This is a long-term vision, in line with international trends, creating momentum for Hai Phong to make a breakthrough.

To realize the above goal, the city is also facing many challenges. The service structure has not increased commensurate with the potential; many projects are behind schedule due to planning and site clearance problems. The centralized waste and wastewater treatment infrastructure is not synchronous, especially in rural areas.

Research, innovation, investment in digital transformation and energy transformation are still limited. The science and technology ecosystem is not strong enough to master advanced technology; international research and development centers have not been formed. Digital transformation in key economic sectors is still slow...

In fact, the city has more than 3,300 newly established enterprises each year. As of August 20, Hai Phong has 1,724 valid FDI projects. The Eastern Economic Zone alone attracts more than 840 projects with a total capital of nearly 48 billion USD, consuming 2.76 billion kWh of electricity, generating about 8 million m³ of wastewater and 1.5 million tons of waste. This shows increasing pressure, posing an urgent need to accelerate the green transition process.

High-tech industry, clean energy, semiconductor development, AI, robots, and new materials continue to be identified as the city's strategic tasks in realizing the goal. The city also plans to establish a new generation free trade zone this year; develop Nam Do Son port, Tien Lang international airport, and expand Lach Huyen port.

The city develops marine tourism, heritage, and green culture: building Cat Ba into a "green island", connecting the Cat Ba - Do Son - Con Son - Kiep Bac chain, affirming the international eco-spiritual tourism brand; deploying high-tech agriculture, developing green agriculture, large-scale goods, enhancing the OCOP brand, building a smart agricultural ecosystem.

During the inspection of the progress of site clearance for the Tan Trao Industrial Park Infrastructure Development Project (Phase I) in Kien Hung and Nghi Duong communes, Standing Vice Chairman of the City People's Committee Le Anh Quan affirmed that the groundbreaking of the Hai Phong LNG Power Plant and the Tan Trao Industrial Park infrastructure project at the end of September, on the occasion of welcoming the City Party Congress, demonstrates Hai Phong's great determination in ensuring energy security, supporting high-tech industry and creating new momentum for green development.

Hai Phong’s green aspirations are being realized through strategic infrastructure projects, ecological industrial parks, green seaports, and clean energy. This is the premise for the city to take steady steps and reach the world.
