Mitsui Group to expand investment business in energy fields

The Group has been investing in Vietnam since 1991 and is currently expanding its business and investment activities in many fields, including energy, infrastructure, chemicals, mineral resources and metals; steel, information and communication technology (ICT), food and retail, garment and textile, and transportation. Some notable investment projects include the Lot B - O Mon power project chain with a total capital of 12 billion USD (through MOECO, a subsidiary of the Group), Minh Phu Seafood Corporation, Vina Koei Steel Company, etc.
At the meeting, Mr. Hori Kenichi expressed his deep condolences to the Government and people of Vietnam for the heavy losses caused by natural disasters; highly appreciated the leadership and management of the Government and Prime Minister , especially in improving the investment and business environment.
The Chairman and CEO of Mitsui Group assessed that Vietnam is developing rapidly and strongly with a long-term vision; said that Mitsui is committed to long-term cooperation and investment and hopes to continue contributing to the national development vision, including the energy sector of Vietnam.
Mr. Hori Kenichi reported on new progress in the Block B gas project chain, highly appreciated the capacity of the Vietnam Oil and Gas Technical Services Corporation ( PTSC - part of Petro Vietnam) and said that he will work with Vietnamese partners to speed up the progress of the entire project chain.
He also presented the group's plan to expand its investment business in the energy sector and projects related to carbon emission reduction; export Vietnamese products with added value, especially in the agriculture and aquaculture sectors, especially shrimp, wood pellets, food, and circular economy ; promote technology consulting transfer, training, and development of human resources in science and technology.

Prime Minister Pham Minh Chinh affirmed that the Vietnam - Japan Comprehensive Strategic Partnership is in a period of strong, comprehensive development, increasingly deep and substantial with high political trust. Japan is Vietnam's leading economic partner, the number 1 partner in ODA, and is among the leading partners in trade, investment, labor, tourism, etc. Most recently, the Vietnam - Japan Local Cooperation Forum was held very successfully.
The Vietnamese Government always appreciates the role of Japanese enterprises in investment and business cooperation with Vietnamese enterprises, including Mitsui Group. The effective operations of Mitsui and other large Japanese enterprises in recent times have made positive contributions to Vietnam's economic development such as increasing technology transfer, increasing export revenue, creating jobs and paying taxes to the State budget.
Emphasizing that there is still a lot of room for economic cooperation between Vietnam and Japan, the Prime Minister thanked and welcomed Mitsui for its strategic and long-term investment in Vietnam, especially its determination to invest in the Block B gas-fired power project, which has been implemented very quickly in recent times; as well as Mitsui's plan to expand investment and business in Vietnam in the coming time.
In the coming time, the Prime Minister said that Vietnam is determined to have double-digit growth each year, so the demand for energy is very large; with a vision of a hundred-year cooperation, Mitsui and the Chairman should continue to pay attention to promoting cooperation contents between Mitsui and Vietnamese enterprises, further speed up the progress of the Block B gas project, put it into operation early; expand operations and markets, improve efficiency in the energy sector (including wind power, solar power, oil and gas exploitation, combustible ice, etc.), and develop power sources.
Along with that, promoting cooperation in the fields of fisheries and trade; establishing research and development centers on fisheries and energy; transferring technology, training human resources, cooperating with Ha Long University... achieving many new, more substantial and effective steps forward, each year more effective than the previous year, each decade better than the previous decade, contributing to the common interests of both sides.
The Prime Minister welcomed Mitsui’s plan to continue promoting the export of value-added products from Vietnam to international markets. This is an orientation in line with the goal of improving growth quality and increasing the processing and technology content in Vietnam’s export structure.
The Prime Minister said that the Vietnamese Government is committed to protecting the legitimate rights and interests of investors, constantly improving the investment and business environment, perfecting institutions and policies, reforming administrative procedures, implementing the national one-stop investment mechanism, building strategic infrastructure, training high-quality human resources, developing science and technology, and creating all favorable conditions for foreign enterprises, including Japanese enterprises, to invest and do business effectively in Vietnam in the spirit of harmonious benefits and shared risks.
Ministries and branches will continue to accompany, create favorable conditions, and quickly resolve difficulties to support the group in effectively implementing projects, expanding supply chains, and promoting trade.
Zarubezhneft wants to build an energy center in Vietnam
Prime Minister Pham Minh Chinh also had a meeting with General Director of Zarubezhneft Company (Russian Federation) Sergei Kudryashov who is visiting and working in Vietnam. Zarubezhneft has more than 40 years of cooperation with the Vietnam National Industry and Energy Group (Petrovietnam) and two joint ventures, Vietsovpetro (in Vietnam) and Rusvietpetro (in Russia) in geological exploration and oil and gas exploitation.
Prime Minister Pham Minh Chinh said that Vietnam always considers oil and gas cooperation as one of the main pillars of the Vietnam-Russia Comprehensive Strategic Partnership, in which the traditional and trustworthy cooperation between Petrovietnam and Zarubezhneft plays an important role.
Thanking Russia for always standing side by side and supporting Vietnam in the process of gaining national independence and building and developing the country, the Prime Minister said that the joint projects between Petrovietnam and Zarubezhneft not only bring economic efficiency, but also contribute to strengthening strategic trust, enhancing energy security, training human resources and improving technological capacity for Vietnam. The Vietnamese Government always cares about and supports the joint ventures Vietsovpetro and Rusvietpetro, demonstrated through many intergovernmental agreements and protocols on facilitating the operations of joint ventures.
The Vietnamese Government supports Petrovietnam and Zarubezhneft to continue researching and expanding investment activities on the principle of ensuring investment efficiency and harmonizing interests between related parties, complying with the provisions of Vietnamese law. The Prime Minister suggested that the two sides continue to discuss and seek measures to further improve the operations of joint ventures, promptly removing obstacles in the cooperation process in a constructive and friendly spirit.

Highly agreeing with the Prime Minister's opinions, General Director of Zarubezhneft Company Sergei Kudryashov said that along with oil and gas cooperation with Vietnam, specifically with Petrovietnam to expand projects, Zarubezhneft Company wishes to expand cooperation to other fields, such as energy, minerals, and especially wishes to build an energy center in Vietnam.
Informing that Vietnam's ministries and sectors are currently considering the proposals of Petrovietnam and Zarubezhneft to create more favorable conditions for the expansion of the Vietsovpetro and Rusvietpetro joint ventures in Vietnam and the Russian Federation, the Prime Minister welcomed Zarubezhneft's desire to participate in new energy and oil and gas projects in addition to those within the framework of the Vietsovpetro joint venture. Vietnam always creates favorable conditions for Russian oil and gas companies, including Zarubezhneft, to operate in Vietnam in the oil and gas sector.
Believing that with the determination of the leaders of the two countries and the efforts of businesses, oil and gas cooperation will continue to develop strongly, bringing practical benefits to the people of the two countries, the Prime Minister suggested that the two sides actively implement the signed documents; maintain a regular working mechanism to remove difficulties and promote projects.
The Prime Minister suggested that Zarubezhneft continue to pay attention to and facilitate Rusvietpetro's operations in Russia, possibly expanding its operating area, acquiring new oil and gas fields and potential blocks to make the most of existing infrastructure, technology and human resources, improving logistics conditions, taxes and fees when necessary; improving Vietsovpetro's efficiency, ensuring reasonable output, and investing in exploration in new potential blocks.
Along with that, promote cooperation in LNG, LNG supply chain, LNG port warehouse; transfer of depleted mine exploitation technology, deep drilling technology, difficult drilling technology; consider cooperation in the fields of renewable energy, hydrogen, new materials; cooperate in training high-quality human resources for Vietnam. In particular, the two sides will study investment cooperation and deploy oil and gas services in third countries.
