Ham Yen (Tuyen Quang): Improving the effectiveness of grassroots information work in the new situation

Implementing Directive No. 07-CT/TW, dated September 5, 2016 of the Central Party Secretariat (12th tenure) on "Promoting grassroots information work in the new situation", Ham Yen district has achieved many comprehensive results, contributing to improving the quality and effectiveness of grassroots information work in the new situation.

Identifying that communication needs the joint action of the whole society, not only to raise awareness for everyone but also to promote real change in the ethnic minority community, so that each person and each family has the opportunity to develop, Ham Yen has synchronously deployed many activities and flexible solutions. The district has used a variety of communication channels, such as: Hanging banners, banners, billboards; television, radio, District Electronic Information Page and social networks (facebook, zalo, youtube).

Currently, Ham Yen district has 01 district-level Cultural, Communication and Sports Center and 17 communes with over 500 loudspeakers installed in villages. In particular, the district regularly produces and broadcasts radio programs in Vietnamese and ethnic languages appropriate to each locality in communes and towns on the loudspeaker system, to create a habit of listening to radio among the people.

In 2024, the Center for Culture, Communication and Sports conducted propaganda by mobile vehicles for over 30 sessions. Communes and towns hung over 100 banners and conducted propaganda on grassroots radio stations for over 300 sessions. In addition, the team of reporters and propagandists from the district to the grassroots level effectively promoted their roles and responsibilities.

The propaganda work has had a positive impact on the people of Ham Yen in all areas. A typical example is Deo Ang - a hamlet in a difficult area of Binh Xa commune, Binh Xa commune, Ham Yen district, with 50 households, over 95% of whom are Dao Tien people. Previously, Deo Ang hamlet still maintained backward customs and practices, with many bad customs that have been ingrained in many generations, especially the organization of long funerals and weddings, which waste time, money and effort.

Ham Yen District Culture, Communication and Sports Center coordinated with Minh Dan Commune People's Committee to organize an art exchange, closing a training class on guiding activities and teaching folk culture for the Dao ethnic traditional folk culture club.

Thanks to effective propaganda and mobilization through many channels and methods, currently, the people of Deo Ang organize simple funerals for the deceased; no feasts for guests, no slaughtering of pigs or chickens for sacrifices, grand funerals, long ceremonies, no scattering of votive papers on the road during funerals, no use of funeral banners or wreaths. In weddings, there are no more cumbersome dowry demands, no early marriages, no incestuous marriages, no lavish meals, the bride and groom wear traditional ethnic costumes... The implementation of a civilized lifestyle in weddings and funerals in Deo Ang village has truly entered the lives of the people.

The propaganda work has also helped people in Ham Yen access and fully understand many major policies and strategies on poverty reduction and socio-economic development for mountainous areas and ethnic minority areas. The material and spiritual life of Ham Yen has gradually improved. In the period of 2019-2023, the poverty rate of the district decreased from 4,753 households to 3,362 households, a decrease of 4.75%. 11/17 communes have met new rural standards, 01 commune has met advanced new rural standards.

The above results have important contributions from propaganda work. Party committees and authorities at all levels of Ham Yen have paid attention to improving the effectiveness of propaganda work, mobilizing people of all walks of life to implement the Party's guidelines and policies, the State's policies and laws in association with practical issues in people's lives.

The District Department of Culture and Information and other agencies and units regularly coordinate in providing information that promptly reflects the political, economic, cultural, social, security and defense situation of the district and commune with rich content and forms. Providing essential information, agricultural extension programs, new rural construction, sustainable poverty reduction, etc. to help people gain knowledge to apply to real situations with concise and easy-to-understand content. The form of organizing propaganda, mobilization and persuasion has changed to suit the conditions and characteristics of each region and each subject.

Ham Yen strives to create jobs for workers to sustainably reduce poverty.
