According to an announcement from VPF, Giap Tuan Duong ( Hanoi Police FC), Le Van Son (HAGL), and Dang Van Toi (Hai Phong FC) are not allowed to play in Round 1 of the V-League 2023/2024.
These three players are suspended. Specifically, Giáp Tuấn Dương received an indirect red card in the Super Cup match between Hanoi Police FC and Thanh Hóa FC. Lê Văn Sơn received a direct red card in HAGL FC's final match of the previous season against SLNA, and Đặng Văn Tới received a direct red card in the Hải Phòng vs. Bình Định match of the 2023 season.

In the first round of the V-League 2023/2024, Hanoi Police FC will face Binh Dinh at home. This team won the V-League 2023 championship and continues to maintain its ambitions by adding several quality stars. Bui Hoang Viet Anh, Le Pham Thanh Long, Ho Van Cuong, and Geovane are among the most notable signings.
Hai Phong FC will face HAGL at home. The team from the port city parted ways with captain Nguyen Hai Huy before the start of the new season. Conversely, they brought in Dam Tien Dung, Nguyen Trong Dai, and Le Tien Anh. Hai Phong's squad is not highly rated in terms of both quality and quantity. Therefore, the team's management only set a target of finishing in the top 5.
Meanwhile, HAGL hasn't made many changes to its domestic players. They signed three foreign players: Martin Dzilah, Pape Diakite, and Jairo Filho. These foreign players aren't highly rated. However, coach Kiatisak still boldly sets the goal of competing for the championship or finishing in the top 3 this season.
The match between Hai Phong FC and HAGL is also the opening match of the new season, taking place on October 20th. VAR will be applied in this match. In addition, VPF will also introduce VAR in three other matches in Round 1: Thanh Hoa vs. Hong Linh Ha Tinh, Hanoi Police FC vs. Binh Dinh FC, and Nam Dinh FC vs. Quang Nam .
