Regarding power regulation, Station Chief Pham Van Cuong stated that there are two levels of dispatching. The 500 kV voltage level is controlled by the National Power System Dispatch Center (A0); the 220 kV and 110 kV voltage levels are under the control of the Regional Power System Dispatch Center (A1). Changes in wiring configuration and reversal of direction are carried out by the power plants. The National Power System Dispatch Center (A0) directs which power plants generate, increase, or decrease electricity. Regarding the 500 kV line, circuit 1 carries electricity from North to South; circuit 2 carries electricity from South to Central Vietnam, and circuit 3 further carries electricity from Central Vietnam to North Vietnam. If the North uses more electricity, the South pushes it out; if the South uses more electricity, the North pushes it in. The system automatically adjusts the frequency according to the load.
The 500 kV circuit 3 extension project is a key project of particular importance to national energy security. The 514 km long 500 kV circuit 3 extension project connects Quang Trach to Pho Noi ( Hung Yen province ) with a total investment of 23,000 billion VND. This project was approved in the overall power plan 8 to implement inter-regional power transmission to the North, increasing electricity supply capacity.
