The project, organized by the Management Board of Investment and Construction Projects for Civil and Industrial Works, covers an area of 139.65 hectares, with a projected population of approximately 13,303 people. The planning area is located in Dao Long Ward (Phan Rang – Thap Cham City) covering 57.95 hectares and in An Hai Commune (Ninh Phuoc District) covering 81.7 hectares. Specifically, it is bordered to the North by the Dinh River, to the South by the An Hai residential and agricultural land, to the West by the Dao Long Ward residential area, and to the East by the An Hai Commune agricultural area. The project aims to concretize the general planning project for the coastal tourism area of the province until 2035; utilize existing infrastructure and invest in additional missing items, maximize land use potential; and guide the organization of sustainable development space. The goal is to create a modern new urban area that leverages natural landscapes, natural conditions, and unique characteristics while ensuring synchronous connectivity and integration of technical infrastructure to form a green, ecological, and smart city; and to establish a legal basis for detailed planning, identifying investment projects, managing construction, and controlling urban development.
Comrade Le Van Binh, Standing Committee member of the Provincial Party Committee and Chairman of the Vietnam Fatherland Front Committee of the province, presided over the social critique conference.
At the conference, delegates contributed opinions and critiques on several issues: supplementing the assessment of impacts on the development of the planning area; ensuring consistency and synchronization of elements between the Project and previous plans and projects; conducting a thorough assessment of the environmental impact of the project's implementation, especially on the Dinh River water source; demonstrating the effectiveness of the Project on the material and spiritual lives of the people in the planning area…
In his concluding remarks, the Chairman of the Vietnam Fatherland Front Committee of the province agreed on the necessity of issuing the Plan, thereby contributing to the overall socio -economic development of the province. He requested that the planning agencies, organizations, and consulting units incorporate and select feedback to finalize the Plan. Specifically, they must strictly adhere to legal regulations in planning and zoning; provide justifications for establishing the planning project in the area; clarify the current state of economic, social, and cultural issues related to the overall development of the area; propose solutions to address flooding in the planned area; ensure that land use planning brings harmonious benefits to the State, businesses, and people; and explain the feasibility of the plan once it is approved by the competent authority.
