Online conference of the Government Standing Committee with ministries, agencies and localities on urging to promote disbursement of public investment capital in 2023

On November 27th, Prime Minister Pham Minh Chinh chaired a virtual meeting of the Government Standing Committee with ministries, central agencies, and localities to urge and accelerate the disbursement of public investment capital plan for 2023. Also attending were Deputy Prime Ministers Le Minh Khai and Tran Hong Ha; and representatives from central ministries and agencies. At the provincial level, attendees included Mr. Phan Tan Canh, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee; and leaders of relevant departments and agencies.

According to a report by the Ministry of Planning and Investment , in the first nearly 11 months of the year, the country has disbursed approximately 641 trillion VND, reaching 65.1%, higher than the same period last year (58.33%) and nearly 123 trillion VND higher in absolute terms. There are 41 ministries and central agencies and 24 localities with a public investment disbursement rate in the first 10 months of 2023 below the national average, at 102.3 trillion VND, reaching 36.1% of the plan assigned by the Prime Minister. To date, the estimated disbursement for the first 11 months of 2023 by ministries, central agencies, and localities is approximately 125 trillion VND, reaching 44.12% of the plan assigned by the Prime Minister, significantly lower than the overall national disbursement rate…

Comrade Phan Tan Canh, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, attended the event at the Ninh Thuan branch.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh requested that ministries, agencies, and localities seriously implement the resolutions, conclusions, and directives of the Government and the Prime Minister on urging the allocation and disbursement of public investment capital; strengthen inspection and supervision, and maintain the operation of the 5 Task Forces and special task forces headed by the People's Committees of the provinces. Ministries, sectors, and localities in provinces and cities should uphold a high sense of responsibility, promote the role of the head in leadership, direction, and organization of implementation; regularly review, urge, promptly identify and resolve difficulties and obstacles arising in each project, especially key projects… Strengthen inspection, supervision, and urging of contractors and consultants to accelerate progress; strictly handle investors, project management boards, and contractors who intentionally cause difficulties and obstacles that slow down the allocation and disbursement of capital. Focus on accelerating the progress of land clearance; Implement advance payments, recover advance payments, and disburse investment capital in accordance with regulations, and prepare payment documents immediately upon completion of work. Promote administrative procedure reform, apply information technology, and digital transformation in public investment, especially in appraisal, capital allocation, and expenditure control. Ministries and sectors should closely monitor, urge, guide, and promptly address difficulties and obstacles faced by ministries, agencies, and localities to accelerate the disbursement of public investment capital; report to competent authorities to issue flexible management solutions to achieve the 2023 public investment capital disbursement target.
