On the afternoon of July 31st, Quang Ninh province held a conference to summarize 10 years of implementing Directive 40-CT/TW (referred to as Directive 40) dated November 22, 2024, of the Central Party Secretariat on strengthening the Party's leadership over social policy credit. Attending the conference were: Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee; Ms. Nguyen Thi Thu Ha, Deputy Head of the Provincial National Assembly Delegation; and Ms. Le Thi Duc Hanh, Deputy General Director of the Social Policy Bank.

After 10 years of implementing Directive 40 in the province, social policy credit has become a part of daily life, contributing effectively to the implementation of targeted programs for rapid and sustainable poverty reduction, new rural development, socio -economic development in localities, narrowing regional disparities, improving the overall quality of life for the people, and effectively implementing social security policies. To date, 20 out of 25 targets of Resolution 06-NQ/TU dated May 17, 2021, of the Provincial Party Committee on sustainable socio-economic development associated with ensuring national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas for the period 2021-2025, with orientation to 2030, have been achieved or exceeded.

By 2023, Quang Ninh province had completed the goals of the national sustainable poverty reduction program for the 2021-2025 period three years ahead of schedule; 56 communes had completed the criteria/indicators for advanced new rural areas, and 28 communes had completed the criteria/indicators for model new rural areas; 13 out of 13 districts had achieved/completed the tasks of building new rural areas; and 4 out of 7 districts had basically completed the criteria/indicators for advanced new rural areas. The entire province no longer had poor households according to the central government's poverty standard and had established a new poverty standard (2023-2025) 1.4 times higher than the central government's poverty standard in terms of income criteria; the province had completed the elimination of temporary and dilapidated housing; and 99.9% of rural households had access to clean drinking water. The average per capita income in communes and towns in ethnic minority, mountainous, border, and island areas of the province reached nearly 74 million VND/person/year.

Over the past 10 years, the capital for policy credit reached VND 5,075.5 billion, a 3.07-fold increase compared to 2014. Notably, local entrusted capital accounted for 24% of the total, a 31.9-fold increase compared to the period before Directive 40 was issued. This capital has supported 602,836 production and business establishments, households, and workers with loans, including 51,810 poor households, near-poor households, and newly-escaped-poverty households receiving loans for production development; 7,735 poor households, people with meritorious services to the revolution, and low-income individuals receiving loans for new housing construction; and 144,246 customers receiving loans for job creation, maintenance, and expansion…

At the conference, delegates shared their views on the role of Directive 40 in effectively implementing the national target program for sustainable poverty reduction; supporting people in their learning, career development, entrepreneurship, and settlement; and strengthening the guidance of local Party committees and authorities on policy credit...
Ms. Le Thi Duc Hanh, Deputy General Director of the Social Policy Bank, emphasized that the implementation of Directive 40 has received deep attention from Quang Ninh province, carried out systematically, and ensured timely and effective allocation of capital for policy credit programs in the area.
Continuing the effective implementation of Directive 40, the comrade suggested that Quang Ninh province consider submitting a proposal to the Central Party Secretariat to study and issue a resolution on policy credit, continuing to pay attention to allocating resources and directing the review of eligible beneficiaries to issue appropriate mechanisms and policies. The comrade also requested that the Fatherland Front at all levels in the province strengthen inspection and supervision of the implementation of policy credit programs to ensure they are targeted, used for the right purposes, and are effective. The Board of Directors of the Social Policy Bank at all levels should direct efforts to improve the quality of social policy credit and consider it an important and regular task in their operations. Political and social organizations need to improve coordination to ensure the effective implementation of entrusted tasks. The Quang Ninh branch of the Social Policy Bank should build on its achievements, proactively address difficulties, and advise on the effective implementation of credit programs. The Social Policy Bank is committed to allocating capital to implement policy credit programs that meet the province's development needs.

Concluding the conference, Mr. Nghiem Xuan Cuong, Vice Chairman of the Provincial People's Committee, emphasized that after 10 years of implementing Directive 40, policy credit, using central and local funds, has been widely deployed, meeting a large amount of capital needs of poor households, directly impacting and bringing practical results. At the same time, it affirms an important pillar in poverty reduction policies, creating strong changes in ethnic minority, mountainous, and island areas, combating usurious lending and illegal credit, creating resources to effectively implement national target programs in the province, and gaining the support of the people.
The Vice Chairman of the Provincial People's Committee requested that Party committees, authorities, and localities continue to promote awareness of policy-based credit in the area and the effective use of capital. The Fatherland Front at all levels should enhance its supervisory and critical role in ensuring the effective implementation of the program. The Provincial People's Committee will promptly advise on supplementing entrusted capital from national target programs.
Regarding the Board of Directors' representatives of the Social Policy Bank at all levels, the comrade requested continued innovation in operations to ensure the effective implementation of Directive 40 in the province. In addition, the Social Policy Bank branch in Quang Ninh needs to build upon its achievements, effectively implement provincial directives, and coordinate in advising on the development of programs suitable to the local socio-economic conditions.
