On the morning of October 12th, Prime Minister Pham Minh Chinh, Chairman of the National Committee on Digital Transformation, chaired a nationwide online conference to celebrate National Digital Transformation Day 2024. The conference aimed to review achievements, acknowledge the results of community digital technology teams, promote the national digital transformation process, and improve the quality of services for the community, citizens, and businesses.

Attending the conference at the Government Headquarters were: Nguyen Hoa Binh , Member of the Political Bureau, Standing Deputy Prime Minister, Standing Vice Chairman of the National Committee on Digital Transformation; Le Thanh Long, Member of the Central Committee of the Party, Deputy Prime Minister; General Luong Tam Quang, Member of the Political Bureau, Minister of Public Security; Nguyen Manh Hung, Member of the Central Committee of the Party, Minister of Information and Communications; leaders of ministries, central and local agencies; representatives of a number of businesses, universities, and community digital technology groups from various localities.

Attending the conference at the Thanh Hoa provincial branch were Mr. Mai Xuan Liem, Vice Chairman of the Provincial People's Committee and Deputy Head of the Provincial Steering Committee for Digital Transformation, along with representatives from various functional departments and agencies.
Opening the event, Prime Minister Pham Minh Chinh emphasized: Digital transformation is an inevitable trend, an objective requirement, a strategic choice, and a top priority for rapid and sustainable development; it is the undertaking of the entire Party, army, and people, contributing to realizing the aspiration of building a strong and prosperous country, with a well-off and happy people, and ensuring that no one is left behind; enabling Vietnam to catch up, keep pace, and surpass others in the era of national development.
According to the Prime Minister, Decision No. 505/QD-TTg, dated April 22, 2022, of the Prime Minister designates October 10th of each year as National Digital Transformation Day to accelerate the implementation of national digital transformation tasks, effectively implement the National Digital Transformation Program until 2025, with a vision to 2030; raise awareness among the people and the entire society about the role, significance, and benefits of digital transformation; promote the involvement of the entire political system, synchronized action at all levels, and the participation of the whole population to ensure the success of digital transformation.

In 2024, the national digital transformation theme was: “Developing the digital economy with four pillars: information technology industry, digitalization of economic sectors, digital governance, and digital data – Important drivers for rapid and sustainable socio-economic development.” The “National Digital Transformation Day Celebration Program 2024” was held for the third consecutive year, demonstrating the determination of the Party, the State, the political system, the business community, and the people nationwide to join hands in national digital transformation, developing the digital economy, digital society, and digital citizens. Through this, the government continues to convey its message of determination to pursue the digital transformation revolution in a comprehensive, substantive, and effective manner, aiming to promote rapid and sustainable socio-economic development, improve the material and spiritual lives of the people, and modernize national governance.
In Thanh Hoa province, all 27 districts, towns, and cities have established 4,351 Community-Based Digital Transformation Teams with 15,995 members (reaching 100% of villages, hamlets, and residential areas having Community-Based Digital Transformation Teams)... Over more than two years of implementation, localities have actively and diligently put into operation these Teams, gradually forming a network to implement and provide practical and effective support for digital transformation work throughout the province... The activities of the Community-Based Digital Transformation Teams in the past have proven that they are truly an "extended arm" of the Steering Committee for Digital Transformation at all levels, and an important solution to leverage the strength of the entire population to participate in the digital transformation process in the locality.

Speaking at the Government Headquarters, Mr. Vu Dinh Kip, Head of the Community Service Team in Quarter 4, Lam Son Ward, Bim Son Town (Thanh Hoa), shared: Bim Son Town is one of 12 units assigned to complete the digital transformation criteria at the district level by 2025; but with the attention and guidance of the Provincial Digital Transformation Steering Committee, the guidance and support of provincial departments and agencies, and the determination of the entire political system, the business community, and the people, Bim Son Town completed the digital transformation task in October 2024. In this honor, the Community Service Team in Quarter 4 also contributed to this result with many activities, specifically: the team actively guided people in using online public services; Utilize digital services and interact with the government through digital platforms such as the application for receiving feedback and suggestions from citizens and businesses in Thanh Hoa province, and participate in Zalo groups created and implemented by towns, wards, and neighborhoods.
The Community Development Team of Ward 4 also coordinated with banks and relevant units to guide residents and households engaged in production and business to install digital platform applications to shift from traditional product consumption methods to transactions on e-commerce platforms; currently, 68.34% of the adult population uses cashless payment methods for essential services.
The program guides people in installing and using essential services such as electricity, water, telecommunications, tuition fees, etc.; applications for remote medical consultation and treatment; electronic health records, social insurance, etc. Specifically, the target of installing personal electronic identification reached 100% of the adult population; and the target of installing personal digital signatures reached 50.3% of the adult population.
Also at the program, government leaders, leaders of ministries, departments, and organizations held dialogues and discussions with businesses and outstanding members of the Community-Based Enterprise Development Team.

In his concluding remarks at the conference, Prime Minister Pham Minh Chinh acknowledged and commended the achievements of ministries, localities, the business community, and the people in the field of digital transformation.
Prime Minister Pham Minh Chinh requested the completion of a digital legal framework for all issues related to the economy, civil transactions, production, and business... linked to improving the investment and business environment; reforming administrative procedures, reducing compliance costs; exempting and reducing taxes, fees, and charges; and promoting decentralization and delegation of power with the spirit of "local authorities decide, local authorities act, and local authorities take responsibility".
With the efforts, determination, and proactive creativity of the entire political system, business community, and people, the Prime Minister believes that the national digital transformation will bring about rapid, sustainable, comprehensive, and inclusive changes, making a significant contribution to promoting socio-economic development, creating a prosperous and happy life for the people, and building a strong and prosperous nation in the new era, the era of national progress.
