Scientific workshop on improving public ethics of cadres, civil servants and public employees

This afternoon, December 20, the Provincial Party Committee of Agencies and Enterprises coordinated with Le Duan Political School to organize a scientific workshop on "Improving public ethics of cadres, civil servants and public employees to contribute to improving the Provincial Competitiveness Index (PCI), the Public Administration Reform Index (PAR Index), the Satisfaction Index of Organizations and Individuals with the Service of State Administrative Agencies (SIPAS) and the Provincial Governance and Public Administration Performance Index (PAPI) of Quang Tri province in the current period". Speaking at the workshop, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong requested the delegates participating in the workshop to clarify the theoretical and scientific basis of public service ethics, especially linking public service ethics with revolutionary ethics, especially the public service ethics values that were pointed out by sharp theories and practical experiences by President Ho Chi Minh, and at the same time determine the responsibilities of the team of cadres, civil servants and public employees (CBCCVC) in the process of exercising public power.

Clarifying the nature and content of the PCI, PAR Index, SIPAS, PAPI indexes; especially clarifying how public ethics affect the indexes and the interactions between the PAR Index, SIPAS, PAPI indexes and the PCI index...

At the same time, it is necessary to correctly assess the current status of implementation, the results achieved as well as the limitations and difficulties in the process of implementing public ethics in particular and administrative reform in general. Based on the results of the indicators (especially the low indicators), appropriate and practical solutions should be proposed to contribute to raising awareness and sense of responsibility of civil servants and public employees regarding public ethics, contributing to improving the above indicators.

Along with that, the discussions and speeches at the workshop must closely follow the requirements and topics of the workshop, have scientific basis, and contribute to solving practical problems. The workshop also needs to maximize the opinions, debates, counter-arguments, and participation of the workshop delegates because this is an important scientific basis and information that helps the provincial leaders better direct the administrative reform work in the province in the coming time.

Standing Vice Chairman of the Provincial People's Committee Ha Sy Dong requested the Department of Planning and Investment, the Department of Home Affairs and other departments, branches and sectors, according to their functions and tasks, to absorb the solutions, arrange priorities to propose to the Provincial People's Committee specific actions, creating a breakthrough in the province's administrative reform program in 2024 and the following years, thereby improving the province's ranking, towards the goal set out in Resolution No. 01-NQ/TU dated November 4, 2021 of the Provincial Party Committee.

According to the results announced by the central government in April 2023, although the PCI, PAR Index, SIPAS and PAPI indexes of the province in 2022 improved in score, most of them decreased in rank compared to 2021. In particular, the PCI index in 2022 ranked 59/63 provinces and cities (down 18 places compared to 2021).

With that result, without positive solutions, the province will find it difficult to achieve the specific goals set out in Resolution No. 01-NQ/TU dated November 4, 2021 of the Provincial Party Committee. This scientific workshop is organized to clarify the theory and practice of the relationship between public ethics of civil servants and improving the PCI, PAR Index, SIPAS, and PAPI indicators of the province to implement the administrative reform goals for the period 2021-2030 of the province.

The workshop received 24 presentations on the scientific basis of building revolutionary ethical standards for cadres and party members; the current status of PCI, PAR Index, PAPI, SIPAS indexes in the province; a number of solutions for each field to improve PCI, PAR Index, SIPAS, PAPI indexes in the period 2023-2025 and the following years.

Many delegates discussed the relationship between improving PCI, PAR Index, PAPI, SIPAS and public service ethics in the province. Improving the quality of receiving and returning administrative procedure results at the Provincial Public Administration Service Center is approached from the perspective of implementing public service ethics well.
