According to information from the Traffic Police Department of Hanoi Public Security on August 23rd, in the first six months of 2024, the vehicle registration and management force processed new registrations for 23,356 vehicles of all types.
Specifically, the Traffic Police Department registered 22,710 new cars and 646 new motorcycles; the police departments of districts and counties throughout the city registered 7,119 new cars and 33,676 new motorcycles.
From August 1st, vehicle owners can register their vehicles and receive license plates via VNeID.
This brings the total number of vehicles managed by police units and districts in Hanoi to over 8.1 million, including over 1.1 million cars, approximately 7 million motorcycles, and 80 cyclos.
Notably, during the vehicle registration management process over the past six months, traffic police handled 2,166 cases where organizations and individuals failed to complete the vehicle ownership transfer procedures as required when purchasing, receiving as a gift, being allocated, transferred, or inheriting a vehicle.
"The total amount of administrative fines imposed on cases of failure to complete vehicle ownership transfer procedures is nearly 1.9 billion VND," a representative from the Traffic Police Department informed.
In addition, the Traffic Police Department stated that from July 15th to the present, 10 special task forces (comprising traffic police and riot police) have handled a total of 4,323 traffic violations through inspection and control activities.
The total amount of fines imposed by the special task forces is estimated at over 3.3 billion VND; 849 cars and motorbikes were temporarily seized, and 245 driver's licenses of various types were revoked.
Analysis revealed that common violations included: not wearing a helmet while riding a motorbike (4,012 cases); failing to obey traffic signals (29 cases); driving against the flow of traffic (192 cases); and carrying more passengers than permitted (44 cases).
Hanoi traffic police advise that, to avoid legal trouble and penalties for failing to transfer vehicle ownership, according to Circular 24 of the Ministry of Public Security , from August 15, 2023, vehicle license plates will be issued for lifetime identification to the vehicle owner.
Therefore, when buying, selling, or transferring ownership of a vehicle, the owner must complete the procedure to retrieve and return the license plate to the vehicle registration authority. If the owner fails to retrieve the license plate and transfer ownership within 30 days, they will be fined 3 million VND (for individuals) and 6 million VND (for organizations).
