Meeting to evaluate the implementation of the 2025 public investment plan disbursement

On the morning of December 2, 2025, Comrade Dinh Huu Hoc, Standing Vice Chairman of the Provincial People's Committee chaired a meeting to assess the implementation of the 2025 public investment plan and propose key tasks and solutions for the last months of 2025. The meeting was held in a direct and online format to 61 communes. Attending the meeting at the Provincial People's Committee bridge were leaders of departments, branches, and leaders of the People's Committees of wards: Dong Kinh, Ky Lua, Tam Thanh, and Luong Van Tri. At the commune bridge, there were representatives of the People's Committees of communes and leaders of relevant departments and branches.

According to the report of the Department of Finance, in 2025, the province's state budget investment plan for 2025 was assigned by the Prime Minister : 6,316,106 billion VND. Up to now, the province has allocated and assigned in detail: 6,098,014/6,316,106 billion VND, reaching 96.5% of the plan. The result of disbursement of investment capital in 2025 up to November 27, 2025: 4,013.5/6,316,106 billion VND, reaching 63.5% of the plan assigned by the Prime Minister, of which, the Huu Nghi - Chi Lang border gate expressway project in the form of BOT reached 53.8% of the plan. Disbursement results by investor, for the provincial management level including 18 investors, disbursement reached 48% of the plan, of which, disbursement above the average level of the province had 05 investors, disbursement below the average level of the province had 13 investors; for the commune management level, disbursement reached 45% of the plan.

At the meeting, representatives of departments, branches, sectors and investors reported and analyzed to clarify further issues such as: difficulties in site clearance, unusual weather factors affecting the project implementation process; and completion of documents and procedures for capital disbursement.

Comrade Dinh Huu Hoc, Permanent Vice Chairman of the Provincial People's Committee delivered a concluding speech at the meeting.

In his concluding remarks, Mr. Dinh Huu Hoc, Standing Vice Chairman of the Provincial People's Committee, emphasized that in order to ensure the set disbursement target, the departments, branches, sectors, and investors are required to focus and be determined in directing and implementing the project in the last months of 2025; focus on urging contractors to mobilize maximum human resources, equipment, work overtime, and make the most of the current favorable weather conditions to speed up construction progress. In particular, for the Huu Nghi - Chi Lang border gate expressway project under the BOT form, the People's Committees of communes and wards where the project passes through are requested to closely coordinate, resolve difficulties and obstacles, thoroughly handle existing problems, and speed up the progress of site clearance. Communes and wards, especially those with disbursement rates below the average of the province, need to develop plans and report specific implementation progress each week to speed up the disbursement of public investment capital. The State Treasury of Region VI coordinates and focuses on implementing payment and settlement procedures for qualified dossiers according to regulations; at the same time, synthesizes disbursement results data of each investor and People's Committee of communes and wards and sends them to the Department of Finance and the Department of Home Affairs before December 15, 2025 to report to the Provincial People's Committee as a basis for evaluating and classifying the level of task completion of agencies and units./.
