Despite the overall difficulties this year, Tan Ha commune, Ham Tan district, has made efforts to collect state revenue; in just 7 months, the entire commune collected over 11,190 million VND out of 5,580 million VND, achieving 201% of the target set by the District People's Committee for the whole year.
Mr. Do Van Hung, Chairman of the Tan Ha Commune People's Committee, said: "Thanks to the regular guidance and attention of the Party Committee and the People's Committee of the commune, and the coordinated efforts of local tax management officials and relevant departments, the commune's budget revenue has been promising, ensuring sufficient funds for local operations this year. In previous years, revenue sources have also been stable." Meanwhile, Mr. Le Van Dong, a local tax management official in Tan Ha commune, added: "We, along with the local authorities, have used various methods to disseminate tax policies and laws, tax rights and obligations, and provide information to taxpayers, such as directly visiting production and livestock facilities and business households in the area, or broadcasting information through the commune's radio station. Most businesses and households in the area have proactively paid taxes according to regulations whenever possible." As a result, the value-added tax (VAT) collected by many businesses with large revenues consistently accounts for a high proportion in the area. This tax revenue amounted to 4,611 million VND out of the projected 4,200 million VND, reaching 162%.
Like many localities in Ham Tan district, real estate (land) transactions were sluggish, and revenue from registration tax decreased significantly compared to the previous year. To compensate, Tan Ha commune sought to supplement revenue from other sources such as resource tax through construction material businesses, personal income tax (these two sources contributed over 3,795 million VND), and various fees, business licenses, and other revenues… to ensure sufficient funds for local operations.
Mr. Do Van Hung, Chairman of the Tan Ha Commune People's Committee, acknowledged that revenue sources in Tan Ha are unstable, mainly relying on value-added tax, corporate income tax, personal income tax, and resource tax; while fixed revenue sources such as business license tax remain low locally, and the number of households engaged in production and business is not large, mainly concentrated in Tan Ha market and along National Highway 55. Therefore, Tan Ha is encouraging the development of an economic structure towards "trade - services, small-scale handicrafts - agriculture" in accordance with the planning, creating product value. Tan Ha commune strives to complete the economic development targets as decided by the District People's Committee, increasing stable budget revenue. The local tax management department coordinates with relevant departments to manage and exploit revenue sources effectively, focusing on emerging revenue; proactively advising the Party Committee and the Commune People's Committee on measures and solutions to coordinate with district functional agencies to manage revenue sources such as basic construction and land transactions when they resume. At the same time, the commune strengthened the Steering Committee for Revenue Collection and Anti-Violation, and the Commune Tax Advisory Council, promoting their roles and responsibilities in directing, managing, and promptly resolving difficulties to achieve high results in budget revenue collection; ensuring funding for many local activities assigned annually by the Ham Tan District People's Committee, as well as investing in working equipment and repairing offices for the commune's departments and agencies.
