On the evening of November 15th, Trieu Phong district solemnly held a ceremony to receive the Second-Class Independence Order and the Certificate recognizing the district as having achieved the New Rural Area (NRA) standard in 2023. Attending the ceremony were: Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation Le Quang Tung; Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang; Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung; Chairman of the Provincial Committee of the Vietnam Fatherland Front Dao Manh Hung; members of the Standing Committee of the Provincial Party Committee, Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, Provincial Committee of the Vietnam Fatherland Front; former provincial leaders; and Vietnamese Heroic Mothers.
Among the guests were Deputy Chief of the Central Office for New Rural Development Coordination Phuong Dinh Anh; leaders and former leaders of central and local agencies who are natives of Trieu Phong; representatives of the leadership of Cam Xuyen district, Ha Tinh province; religious organizations, Trieu Phong and Quang Tri hometown associations in provinces and cities nationwide; representatives of the leadership of communes and wards formerly belonging to Trieu Phong district, and communes and towns where people from Trieu Phong settled in Huong Hoa district.
A land rich in revolutionary traditions.
Delivering a speech at the ceremony, the Secretary of the Trieu Phong District Party Committee, Tran Xuan Anh, summarized the history and heroic traditions in the struggle against foreign invaders and for national liberation, as well as the process of building and developing Trieu Phong district.

Trieu Phong is a land with a long history of formation in the southward expansion process of generations of Vietnamese people. The name Trieu Phong first appeared as an administrative unit at the prefecture level within Thuan Hoa province, recorded in the 10th year of Quang Thuan (1469), after King Le Thanh Tong redefined the map of the entire country. The name Trieu Phong means a prosperous and auspicious beginning. Throughout the ups and downs of history, this land has had many different names and its boundaries have changed several times, from Vo/Vu Xuong, Dang Xuong, Thuan Xuong, and today it is known as Trieu Phong.
During the Nguyen dynasty (1558-1626), Ai Tu - Tra Bat - Dinh Cat was chosen by Lord Tien Nguyen Hoang and Lord Sai Nguyen Phuc Nguyen as the location for the administrative center and capital to govern the entire Thuan Hoa and Quang Nam regions.
In Trieu Phong, the first communist organizations of Quang Tri province were established early on, and the provisional Quang Tri Provincial Party Committee was founded on April 21, 1930. It was also the birthplace of many patriotic intellectuals and revolutionary leaders such as General Secretary Le Duan, Deputy Prime Minister Tran Huu Duc, Deputy Prime Minister Tran Quynh, and General Doan Khue...
After the liberation of their homeland, the Party Committee and people of Trieu Phong continued to strive, turning challenges into opportunities, making good use of potentials and advantages, mobilizing and effectively utilizing resources, creating breakthroughs in the district's renewal and development.
Leveraging internal strengths and taking advantage of external resources to build new rural areas.
In implementing the New Rural Development program, Trieu Phong district faced numerous difficulties and challenges, including a low starting point, a high proportion of agriculture in the economic structure, slow development of industry, trade, and services, a poverty rate of 23.1%, an average per capita income of only 10 million VND/person/year, and an average of only 4.6 New Rural Development criteria met across all communes, with the district yet to achieve any criteria that meet the standards...

With the involvement of the entire political system, the spirit of solidarity, the unity and cooperation, and the active participation of all strata of the people, Trieu Phong district has achieved many outstanding achievements in various fields of social life, especially in the construction of new rural areas.
The district has completed its regional planning until 2040, with a vision to 2050. The district's economy maintains a stable growth rate, averaging over 10% per year. The appearance of rural and urban areas is increasingly improving, and the lives of the people are constantly improving significantly. Average per capita income in 2023 reached 68.5 million VND, a 6.8-fold increase compared to 2011, and the poverty rate decreased to 3.3%, a 6.9-fold reduction. Tangible and intangible cultural values are being preserved, restored, exploited, and promoted.
A prominent feature and practical experience of the district in building new rural areas is the leveraging of internal resources, taking advantage of external resources, and promoting the movement of donating land, trees, labor, ideas, and contributing funds to the construction of new rural areas.
Over the past 10 years, the entire district has mobilized the people to voluntarily contribute to the installation of street lighting systems with a total length of 325 km, donating more than 100,000 m² of land, hundreds of thousands of man-days of labor, and raising over 1,600 billion VND, of which the people contributed 129 billion VND to build welfare facilities, cultural institutions, transportation infrastructure, flower-lined roads, green fences, and model residential areas... As a result, all 17/17 communes in the district have been recognized by the Provincial People's Committee as meeting the standards of New Rural Areas, including 3 communes that have achieved advanced New Rural Area standards, completing 100% of the criteria for a New Rural Area district.
An important prerequisite for moving towards model new rural areas and smart new rural areas.
Speaking at the ceremony, Provincial Party Secretary Le Quang Tung congratulated and praised the achievements of the Party Committee, government, and people of Trieu Phong district. The Provincial Party Secretary emphasized that Trieu Phong's achievement of the New Rural Area standard today is only the beginning, an important foundation for continuing to build a higher level of New Rural Area, aiming towards a model New Rural Area and a smart New Rural Area...
To achieve this, it is suggested that the Party Committee, government, military, and people of Trieu Phong district continue to highly promote the revolutionary traditions and achievements made in the past.
Focus on implementing several key tasks such as: deploying the approved Quang Tri provincial planning and Trieu Phong district regional planning for the period 2021-2030 with a vision to 2050, leveraging the local advantages and potential, and forming a rational economic development space and structure in both breadth and depth. Directing the review, supplementation, and adjustment of rural development planning in conjunction with the implementation of economic restructuring policies, ensuring consistency with the overall plan.
Continue to focus on leadership and guidance to accelerate the implementation of national target programs and other programs and projects to maintain and improve the quality of criteria, especially focusing on production and environmental criteria, ensuring sustainability in building new rural areas.
Strengthening the investment and business environment, enhancing district-level competitiveness, promoting administrative reform, building a streamlined, effective, and efficient apparatus, and developing a team of officials with sufficient qualities, capabilities, and prestige to meet the requirements of the new phase.
Continue to build and develop a harmonious socio-cultural environment alongside economic growth and environmental protection, creating momentum for sustainable development. Effectively implement social policies, address employment issues, achieve sustainable poverty reduction, and improve people's living standards. Maintain and strengthen national defense and security, ensure social order and safety, and promote self-governance in residential areas.
Continue to focus on strengthening Party building and the political system; enhance the leadership capacity and fighting strength of Party organizations, and improve the quality of cadres and Party members; maintain unity and cohesion within the Party committee, and foster consensus among cadres, Party members, and the people.
At the ceremony, on behalf of the President and the Prime Minister, Provincial Party Secretary Le Quang Tung presented the Second-Class Independence Order and the Certificate recognizing Trieu Phong district as having achieved the New Rural Area standard in 2023.
Following the ceremony was an artistic program with the theme: "Trieu Phong - Faith and Aspiration," consisting of three parts: The Legacy of Trieu Phong, A Land of Spiritual Significance and Outstanding People, and Trieu Phong - A Song of a New Day.
The art program recreates the history of formation and development, the heroic and indomitable fighting spirit of the army and people of Trieu Phong during the two wars of national liberation, and the process of building and developing the district.
