Conclusion of the Provincial People's Committee Chairman at the working session with leaders of Quy Hop district

On August 22, 2023, the Chairman of the Provincial People's Committee, Nguyen Duc Trung, worked with the leaders of Quy Hop district on the results of implementing socio -economic development tasks in 2022 and the first seven months of 2023; and the direction and tasks for the coming period. Also attending the meeting were the Directors and Heads of Departments and Agencies: the Provincial People's Committee Office, Planning and Investment, Finance, Construction, Transport, Agriculture and Rural Development, Education and Training, Health, Tourism, Science and Technology, Labor - Invalids and Social Affairs; and representatives from the Departments and Agencies of Natural Resources and Environment, Industry and Trade, Interior, Culture and Sports.

After hearing the report from the Chairman of the Quy Hop District People's Committee and the opinions of the delegates attending the meeting, the Chairman of the Provincial People's Committee, Nguyen Duc Trung, concluded as follows:

I. OVERALL ASSESSMENT

In 2022 and the first seven months of 2023, despite facing many difficulties and challenges, the Party Committee, Government, and people of Quy Hop district united and strived to fulfill their tasks and achieved some positive results.

1. The leadership of Quy Hop district has focused on directing the early implementation and concretization of the contents of the Resolutions of the Party Congresses at all levels for the 2020-2025 term; the Quy Hop District Party Committee has issued 15 specialized resolutions and led and directed their effective implementation.

2. The economy has achieved many positive results, including:

- In 2022, 22 out of 28 socio-economic targets were met, and 4 out of 28 targets were close to meeting the set plan; the growth rate of production value reached 6.97%. The estimated growth rate of production value for the first 7 months of 2023 is 4.87%.

- Total budget revenue in 2022 reached VND 270.45 billion, equivalent to 179.8% of the provincial plan (notably, revenue from land fees accounted for a low proportion; in 2022, land fees only accounted for 5% of total revenue; budget revenue ranked 5th in the province if land fees were excluded); in the first 7 months of 2023, it reached VND 120.8 billion, achieving 73.83% of the assigned plan and 81.2% compared to the same period last year.

- There are many effective economic models, especially farm, production, and processing models. Disbursement results as of August 10, 2023 reached 41.58%, higher than the provincial average (34.18%) and ranking 9th among districts (30.71%).

3. Cultural and social achievements have been numerous and positive:

- Successfully organized activities commemorating the 60th anniversary of the district's establishment and the 2023 Vietnamese Ethnic Cultures Day in Nghe An province, the Nghe An Provincial Ethnic Minority Sports Competition on the occasion of the Vietnamese Ethnic Cultures Day,...

- The quality of education, healthcare, and medical services for the people continues to improve positively, with the education and training sector ranking among the top in mountainous districts. Social security is ensured, and policies for war veterans and disadvantaged individuals are implemented effectively and promptly. Ethnic minority policies are implemented promptly and effectively in the area.

4. The leaders of Quy Hop district have focused on decisively directing and promptly handling issues, especially those related to mineral exploitation and land use, preventing complex cases from dragging on.

5. National defense and security, and social order and safety are basically ensured. Inspection work and the handling of complaints and denunciations are given timely attention.

Besides the achievements, and in agreement with the difficulties and shortcomings mentioned by Quy Hop district in the report, the following key areas need continued attention and effort to overcome:

- The results of administrative reform have not met the set requirements (ranked 20th out of 21 in 2021, and 19th out of 21 districts, cities, and towns in 2022).

- State management in the fields of mineral exploitation and environmental protection still has some shortcomings; the process of allocating production forest land to people after the Forestry Department returns it to them still faces obstacles and has not been definitively resolved.

- Focus on the efficient use of capital resources, especially public investment capital.

II. KEY PERSPECTIVES, ORIENTATIONS, TASKS, AND SOLUTIONS FOR THE COMING PERIOD

1. Perspectives and orientations

- The development orientation of Quy Hop district must be consistent with its natural conditions, existing potential and advantages, traditional cultural values, and the development requirements, goals, and targets set.

- Focus on building and expanding effective cooperative relationships with businesses in the area.

- Development policies, goals, tasks, and solutions must be in line with the will of the people and must be for the benefit of the people.

2. Key tasks and solutions for the coming period

2.1. Continue reviewing the objectives, tasks, and solutions outlined in the Resolution of the 21st District Party Congress, term 2020-2025, especially the five key tasks and three development breakthroughs. Conduct a comprehensive review and assessment of all indicators, particularly those showing low performance after half of the Resolution's implementation period, in order to develop appropriate leadership and guidance solutions.

2.2. Focus on reviewing, refining, supplementing, and implementing planning comprehensively, scientifically, and in accordance with the development requirements and specific characteristics of the locality, in sync with provincial planning and connected with regional planning, especially the Northwest Nghe An region, and connected with neighboring localities (Quy Hop - Thai Hoa - Nghia Dan - Hoang Mai) to create development and effectively exploit the potential and advantages of the locality.

2.3. Promoting the shift in economic structure towards industry, tourism, services, and agriculture:

- Regarding industry: Priority will be given to developing the mineral processing industry; focusing on promoting the application of science and technology in mineral extraction and processing, and increasing investment in advanced and modern equipment to conserve resources, enhance product value, and improve the competitiveness of goods.

- Regarding tourism and services: Focus on developing tourism services, especially connecting and developing community tourism, ecotourism, cultural tourism, and characteristic festivals of ethnic minorities; strengthen the linkages and connections between tourist destinations and routes, and build unique local tourism products.

- Regarding agriculture:

+ Coordinate with the Department of Agriculture and Rural Development, the Department of Science and Technology, and other relevant sectors to select key agricultural products for development and promotion, and to replicate effective livestock farming models.

+ Focus on decisively directing the implementation of the New Rural Development program in conjunction with the One Commune One Product (OCOP) program, integrating various programs and resources to concentrate on building a truly effective and sustainable New Rural Development. Create key OCOP products with strong brands and high value, linked to product promotion, introduction, and market access.

2.4. Continue to attract and effectively utilize investment resources for development in the district, especially using public investment capital and the three national target programs; seek, call for, and mobilize social resources to serve development; focus on investing in the development of technical infrastructure and socio-economic infrastructure (transportation infrastructure, schools, hospitals, medical facilities, etc.).

2.5. Strengthen the management of resource exploitation and use, ensuring rational and efficient utilization; land use should be geared towards sustainable development and linked to environmental protection, occupational safety and health, and should not negatively impact the lives of local people during the mining and processing of minerals.

2.6. Focus on developing socio-cultural fields. Continue to preserve and promote the fine cultural identity of the ethnic groups in the area; promote the role of the district as a model for mountainous and ethnic minority culture; preserve cultural values ​​and cultural activity models. Allocate resources to gradually build cultural institutions that meet the needs of the people. Pay attention to improving the quality of education, health, and culture. Focus on connecting labor supply and demand, training, and improving the quality of human resources to meet employment needs in the area. Concentrate on accelerating sustainable poverty reduction, improving the material and spiritual lives of the people, especially ethnic minorities.

2.7. Promote administrative reform, including proposing specific solutions, especially emphasizing the responsibility of leaders, strengthening administrative discipline and order; raising awareness of responsibility, and focusing on the people and businesses. Concentrate on the application of information technology, vigorously implement digital transformation and the Prime Minister's Project 06; create strong and substantive changes in administrative reform.

2.8. Strengthen efforts to ensure national defense and security, foreign relations, and social order and safety, creating a favorable environment for socio-economic development. Continue to effectively handle citizen complaints, petitions, and disputes at the grassroots level.

III. RECOMMENDATIONS AND PROPOSALS

1. We propose financial support for the construction of school buildings and classrooms for the following four schools, in the following order of priority: Chau Dinh Secondary School: A 3-story building with 4 classrooms, 8 subject rooms, 3 teacher waiting rooms, and 3 male and female restrooms, with an estimated total investment of 15 billion VND; Chau Quang Secondary School: A 3-story building with 18 classrooms, 3 teacher waiting rooms, and 3 male and female restrooms, with an estimated total investment of 19 billion VND; Nghia Xuan Secondary School: A 3-story building with 14 classrooms, with an estimated total investment of 13 billion VND; Town Secondary School: A 3-story building with 14 classrooms, with an estimated total investment of 13 billion VND.

The Department of Finance is assigned to take the lead, in coordination with the People's Committee of Quy Hop district and relevant agencies, to research and review the priorities in order of implementation, in accordance with the budget balance capacity, and advise the Provincial People's Committee for consideration and decision.

2. Request for financial support from the provincial budget to repair and upgrade 8km of the Tam Hop - Dong Hop road and related works. The total requested funding is approximately 50 billion VND; Request for financial support from the provincial budget to renovate and upgrade the Nghia Xuan - Minh Hop - Ha Son inter-communal road in Quy Hop district. The total requested funding is approximately 56 billion VND.

The People's Committee of Quy Hop District is tasked with working with the Department of Planning and Investment, the Department of Transport, and other relevant agencies to review the scale, extent of renovation and upgrading, and priority order of projects in accordance with budget allocation capabilities, and to advise competent authorities on consideration and resolution.

3. We propose providing 30,000 tons of cement in addition to the rural development support mechanism to supplement and upgrade communes and villages that have already achieved rural development goals in the 2015-2020 period; to support communes and villages registering to achieve rural development goals in the 2020-2025 period; and to repay cement debts to the province.

It was unanimously agreed to provide support of up to 7,000 tons of cement per year during the 2023-2025 period to ensure the project is implemented effectively and achieves its objectives. The Department of Finance is tasked with coordinating with relevant agencies and units to advise the Provincial People's Committee on consideration and decision in accordance with regulations.

4. We request that the Provincial People's Committee direct the Department of Transport and other relevant departments and agencies to renovate and upgrade Provincial Road 532 to completion.

It was agreed that the Department of Transport would take the lead, in coordination with the Department of Planning and Investment, the Department of Finance, and other relevant agencies, in reviewing the scale, preparing the necessary documents and procedures for investment preparation based on the integration of multiple funding sources, and submitting them to the competent authority for consideration and decision in accordance with regulations.

5. We propose a policy and budget for purchasing official vehicles to ensure the smooth operation of the leaders of the District People's Council and People's Committee. The proposed budget is approximately 1.5 billion VND.

It was unanimously agreed that the People's Committee of Quy Hop district, based on current regulations and standards, would propose a plan to the Department of Finance for research and advice to the Provincial People's Committee for consideration and decision.

6. We propose that the Provincial People's Committee approve and provide funding from the province's public investment capital for the period 2026-2030 to develop a project: Investment in the construction of a 13 km long road from Ban Choong, Chau Ly commune - Bac Son commune, Quy Hop district to Thach Ngan commune, Con Cuong district, a mountainous road of class VI, already included in the planning. The estimated total investment is approximately 100 billion VND.

It was agreed that the People's Committee of Quy Hop District, in coordination with the Department of Planning and Investment and other relevant agencies, would prepare investment dossiers based on the integration of multiple funding sources for implementation in the 2026-2030 period, and submit them to the competent authority for consideration and decision. It was proposed to proceed with the construction of the Song Dinh Industrial Park. If the Song Dinh Industrial Park is not feasible, it was proposed to approve the planning and construction of a new Chau Dinh Industrial Cluster, with an area of ​​150 to 200 hectares.

The principle regarding the planning and construction of the Chau Dinh Industrial Cluster has been agreed upon. The Quy Hop District People's Committee is tasked with completing the necessary procedures and documents, submitting them to the Department of Industry and Trade and other relevant agencies for appraisal, and advising the Provincial People's Committee to consider and decide on the matter based on the allocated land use targets and in accordance with the district's regional planning.

7. Proposal for handling the land project of the 3rd Youth Volunteer Brigade.

The Provincial People's Committee Office is tasked with advising the Provincial People's Committee on a document requesting the Nghe An Provincial Youth Union to coordinate with the Department of Finance, the Department of Natural Resources and Environment, and other relevant agencies to promptly complete the procedures and documents for the dissolution of the 3rd Youth Volunteer Brigade. After the dissolution procedures are completed, the Department of Natural Resources and Environment is tasked with coordinating with relevant departments, agencies, and localities to advise the Provincial People's Committee on land recovery and handover to local authorities for management in accordance with regulations.

The above is the conclusion of the Chairman of the Provincial People's Committee, Nguyen Duc Trung, at the working session with the leaders of Quy Hop district. The Provincial People's Committee hereby informs the relevant units to be aware and organize the effective implementation./.
