The project, upon completion, aims to alleviate the shortage of clean water for daily use and serve socio-economic development needs. Furthermore, it will improve health, environmental sanitation, and contribute to the development of advanced new rural areas in the 2021-2025 period in the communes of Me Pu, Sung Nhon, and Da Kai in Duc Linh district.
The main sources of water for daily use are rivers, streams, and wells.
Along with several other areas in the province, the issue of water shortage for daily use, especially during the dry season, remains a persistent concern and has not been completely resolved in Binh Thuan province, and Duc Linh is one of the districts facing this difficulty. Notably, in Me Pu commune (Duc Linh), there is currently a water supply pipeline from the Vo Xu Water Plant, with a total of 981 households having installed water meters. Significantly, the percentage of households using piped water here is only 30.67%, with the majority of local residents using water from rivers, streams, and wells for daily consumption. In addition, some water is treated through small-scale, conventional settling and filtration systems at the household level for daily use.
According to the Provincial People's Committee's report, the construction of the booster pump station and water supply pipeline in Sung Nhon and Da Kai communes is currently underway, expected to be completed in August 2024 to provide clean water to the residents of these communes. However, the project only focuses on building the booster pump station and has not yet expanded the entire clean water pipeline network in the two communes. Therefore, investment in the project to expand the water supply pipeline network for Me Pu, Sung Nhon, and Da Kai communes is needed to provide clean water to the people from the centralized water supply system for daily life and other needs. This will contribute to improving living standards and health conditions, promoting local socio-economic development, and ensuring that the three communes of Me Pu, Sung Nhon, and Da Kai meet criterion 18.1 of the advanced new rural commune program, as required by the National Criteria for Advanced New Rural Communes.
Meeting the water needs of the local population.
Within the framework of the 24th session (the regular mid-year session of 2024), the 11th term of the Binh Thuan Provincial People's Council unanimously approved a Resolution on approving the investment policy for the project to expand the water supply pipeline to Me Pu, Sung Nhon, and Da Kai communes in Duc Linh district.
On the sidelines of the session, we spoke with Mr. Le Van Toan – Standing Deputy Secretary of the Duc Linh District Party Committee – Chairman of the District People's Council, and a representative of the Provincial People's Council – about this matter.
According to Mr. Toan, this is a very sound policy because Duc Linh is currently focusing on building advanced new rural areas. However, clean water is one of the mandatory criteria, with the percentage of households using piped water reaching at least 50% as stipulated. Therefore, when the project is implemented and completed, it will be a good opportunity for people in the three communes to access clean water, serving the socio-economic life of the people in the area.
In particular, to fulfill the clean water criterion in the advanced rural development program, the leaders of Duc Linh district hope that the entire political system will participate, along with the people, in support of the policy. Upon completion of the project, this will be a great source of joy for the people in this area, as Duc Linh currently experiences prolonged dry seasons and persistent water shortages. This is precisely the significance of the project; its completion will alleviate the long-standing difficulties faced by the people of Duc Linh district in accessing clean water during the dry season. Furthermore, the project will serve as a "lever" for Duc Linh district to make steady progress on its journey towards advanced rural development.
According to the Resolution approving the investment plan for the project to expand the water supply pipeline system in Me Pu, Sung Nhon, and Da Kai communes, Duc Linh district, the project's investment scale involves installing HDPE water supply pipelines (D63 – D225) mm, with a total length of approximately 79.5 km. The pipelines will include shut-off valves, sediment discharge valves, air release valves, fire hydrants, road crossing pipes, markers, and other water supply accessories.
The total investment for the project is estimated at VND 37.1 billion. The funding will come from lottery proceeds within the medium-term public investment plan for the period 2021-2025 and will be carried over to the period 2026-2030. The project belongs to group C. The implementation period is 3 years, and the investment form is expansion and new construction.
