On the morning of May 13th, at the National Assembly building, the 33rd session of the Standing Committee of the National Assembly opened under the chairmanship of the Standing Vice Chairman of the National Assembly, Tran Thanh Man (who oversees the activities of the Standing Committee of the National Assembly and the National Assembly).

In his opening remarks at the session, Standing Vice Chairman of the National Assembly Tran Thanh Manh stated that, over the three working days, the Standing Committee of the National Assembly is expected to consider and decide on 14 groups of issues and provide written opinions on 5 groups of issues.
Firstly, the Standing Committee of the National Assembly focused on giving opinions on the contents expected to be submitted to the National Assembly at the 7th Session.
Specifically, regarding legislative work, the Standing Committee of the National Assembly gave opinions on the draft Law on Fire Prevention, Fighting and Rescue; the draft Resolution amending and supplementing Resolution No. 119/2020/QH14 of the National Assembly on piloting the urban government model and some specific mechanisms and policies for the development of Da Nang City; and the draft Resolution on piloting the addition of some specific mechanisms and policies for the development of Nghe An province.
These contents were agreed upon by the Standing Committee of the National Assembly to be added to the 2024 Law and Ordinance Drafting Program at its 32nd session (April 2024); regarding the two draft resolutions, the Politburo has already issued resolutions and conclusions.

The Standing Vice Chairman of the National Assembly requested the Standing Committee of the National Assembly to provide feedback on the dossiers and contents of each project and draft; focusing on whether the projects and drafts have fully institutionalized the Party's guidelines; whether they closely adhere to the objectives and guiding principles for the development of the projects and drafts; their constitutionality, legality, and consistency with the legal system; the content of each policy, especially new policies, difficult and complex issues, and any adjustments or additions compared to the content proposed by the Government when submitting them to the Standing Committee of the National Assembly for consideration and inclusion in the legislative and ordinance drafting program…
Regarding oversight work, socio-economic issues, and the state budget, the Standing Committee of the National Assembly will discuss at its session five periodic reports submitted to the National Assembly, including: the Report on the supplementary assessment of the results of implementing socio-economic development tasks and the state budget in 2023, and the situation of implementing the socio-economic development plan and the state budget in the first months of 2024; the Report on the final accounts of the state budget in 2022 (including the report on the implementation of the provisions of Clause 6, Article 3 of Resolution No. 91 and Resolution No. 94 of the National Assembly on debt restructuring, waiving late payment penalties and interest for taxpayers who are no longer able to pay the state budget); the Report on the work of practicing thrift and combating waste in 2023; and the Report on the results of monitoring the resolution and response to petitions from voters submitted to the 6th Session of the 15th National Assembly. This report summarizes the opinions and recommendations of voters and the public submitted to the 7th Session of the 15th National Assembly.
In addition to the reports discussed directly at the session, the Standing Committee of the National Assembly also provided written comments on a number of other reports.
Regarding important issues, the Standing Committee of the National Assembly will give opinions on four topics: the National Maritime Spatial Planning for the period 2021-2030, with a vision to 2050; the investment policy for the National Target Program on Cultural Development for the period 2025-2035; the allocation of the medium-term public investment plan using state budget funds for the period 2021-2025 and the 2024 capital plan for tasks and projects using increased central budget revenue in 2022 that have completed investment procedures; and the ratification of the accession document to the Comprehensive and Progressive Trans-Pacific Partnership Agreement (CPTPP) of the United Kingdom and Northern Ireland (this item has been newly added to the session's agenda).
Also at the meeting, the Standing Committee of the National Assembly gave its final opinions on the preparations for the 7th Session; and at the same time, proceeded to summarize the 7th Extraordinary Session of the 15th National Assembly as prescribed.

In addition, the Standing Committee of the National Assembly gave opinions and decided on two matters within its authority, including: giving opinions on the highest military rank for certain positions and titles of officers at the general level within the Ministry of National Defense as stipulated in Clause 4, Article 15 of the Law on Officers of the Vietnam People's Army; and considering the National Assembly's report on citizen petitions in April 2024 (this matter is scheduled to be considered together with the report on the results of monitoring the resolution and response to petitions from voters submitted to the 6th Session).
The Standing Vice Chairman of the National Assembly emphasized that this session was for the Standing Committee of the National Assembly to review and consider the remaining contents before submitting them to the National Assembly at the 7th Session, as well as to consider the conditions ensuring the smooth running of the Session. To ensure the quality and timely delivery of documents for the 7th Session, on May 8th, the Standing Committee of the National Assembly issued two documents requesting relevant agencies to urgently finalize the contents under their responsibility so that they can be promptly sent to National Assembly deputies for review and feedback.
Noting the relatively large workload of the 33rd Session, and the limited time of only 3 days, the lead agencies responsible for verification, the lead agencies responsible for drafting, and other relevant agencies have closely and actively coordinated in preparing the content to be submitted to the Standing Committee of the National Assembly for comments at the session. The Standing Vice Chairman of the National Assembly requested that members of the Standing Committee of the National Assembly demonstrate a sense of responsibility, focus on thorough research, and actively participate in the session's agenda.
Next, under the chairmanship of Deputy Speaker of the National Assembly Nguyen Duc Hai, the Standing Committee of the National Assembly gave its opinion on the Report on the supplementary assessment of the results of implementing socio-economic development tasks and the state budget in 2023; and the situation of implementing the socio-economic development plan and the state budget in the first months of 2024.
